11.6 Status of Various Hydro Power<br />
Projects in North-eastern Region<br />
11.6.1 Central Sector Projects<br />
A) Sanctioned Projects<br />
i) Tuirial HEP (2x30 = 60 MW), Mizoram,<br />
NEEPCO<br />
The project was approved in July, 1998 at<br />
an estimated cost of Rs.368.72 crores with likely<br />
completion by 2006-07. This project was under<br />
execution with loan assistance from JBIC and<br />
presently under hold due to poor law & order<br />
conditions and agitation by claimants of crop<br />
compensation.<br />
Continuation or otherwise of the project<br />
is being reviewed due to increase in the project<br />
cost and resumption of work is dependent<br />
upon viability of the project, which is under<br />
consideration of the Govt. of India. The project<br />
cost is financed substantially under loan assistance<br />
of 11,695 Million Japanese Yen from Japan Bank<br />
of International Co-operation (JBIC).<br />
CEA on 3.11.05 informed MoP that the<br />
present day cost of the project at October 2004<br />
price level is likely to be Rs. 687.80 crores<br />
(including IDC of Rs. 40.05 crores and financing<br />
charges Rs. 0.16 crores). The first year tariff at<br />
this cost comes to Rs. 3.69/kwh and with this<br />
high cost/tariff, project appears to be unviable.<br />
The Revised Cost Estimates have been<br />
vetted by CEA a number of times and lastly,<br />
CEA vide letter dated 27.8.09 approved the total<br />
hard cost of Rs. 836.14 Cr (civil works-699.47<br />
Cr. + E&M works-136.67 Cr.) at June, 2009<br />
Price Level subject to certain observations and<br />
informed the same to MoP.<br />
Subsequently, PIB meeting was held on<br />
19.03.10 for considering revival of Tuirial H.E<br />
project. As per minutes of meeting, NEEPCO<br />
has to update the cost estimates of the project at<br />
March 2010 Price Level.<br />
ii) Loktak Down Stream (66 MW),<br />
Manipur, NHPC<br />
The project, to be executed by NHPC,<br />
was cleared by CCEA for an Installed Capacity<br />
of (3x30=90 MW) on 31.12.1999 at an estimated<br />
cost of Rs.78.62 crores including IDC of<br />
Rs.46.95 crores (April 1999 price level). The<br />
Environmental Clearance was granted by MoEF<br />
on 4.2.99 and Forest Clearance on 3.1.97.<br />
The project is now proposed to be<br />
executed by a Joint Venture between NHPC and<br />
Government of Manipur with revised capacity<br />
of 66 MW. CEA accorded concurrence on<br />
15.11.2006 to the revised proposal with reduced<br />
capacity of 66MW.<br />
The MoU and Promoters’ Agreement for<br />
implementation of the project on joint venture<br />
basis were signed by Govt. of Manipur with<br />
NHPC on 14.9.2007 and 26.9.2008 respectively.<br />
The “Loktak Downstream Hydroelectric<br />
Corporation Limited” has also been incorporated<br />
on 23.10.2009.<br />
NHPC vide their letter dated 16.02.2010<br />
requested CEA for transfer of TEC in favour of<br />
newly formed Joint Venture Company(JVC) viz.<br />
Loktak Downstream Hydroelectric Corporation<br />
Limited. CEA vide its communication dated<br />
11.03.2010 informed NHPC that a request<br />
of transfer of TEC has to be made by the new<br />
agency i.e Loktak Downstream Hydroelectric<br />
Corporation Limited. Request from the JVC is<br />
awaited.<br />
Ministry of DoNER vide their letter dated<br />
24.11.2008 have accorded administrative and<br />
financial approval for central financial assistance<br />
form Non-Lapsable Central Pool of Resources<br />
(NLCPR) to the Govt. of Manipur towards the<br />
Barrage component of the project amounting to<br />
Rs. 9862.80 lakhs which is 90% of the barrage<br />
