effect was made available to CEA. CEA found<br />

this project to be viable in case the project was<br />

funded on the aforesaid basis (90% grant). In the<br />

event of any change in the funding pattern, the<br />

project would require a fresh examination and<br />

Techno-economic Clearance for which the Govt.<br />

of Mizoram should revert back to CEA. One of<br />

the conditions stipulated in TEC letter was that<br />

if time gap between TEC and actual start of work<br />

is more than 3 years, a fresh TEC of the project<br />

would be required.<br />

Proposal for funding the project through<br />

various agencies was being pursued by the State<br />

Govt. On the request of State Govt., validity of<br />

TEC had been extended six times, last one being<br />

up to 8.11.2007.<br />

Govt. of Mizoram on 21.08.2007 requested<br />

for further extension of TEC indicating that<br />

Mizoram was seeking Viability Gap funding for<br />

the project. CEA observed that during the last<br />

seven years, more hydrological data would have<br />

become available necessitating reassessment of<br />

<strong>power</strong> potential. As the Cost Estimates were more<br />

than 7 years old, they needed revision. Moreover,<br />

Govt. of Mizoram proposed to adopt publicprivate<br />

partnership mode for implementation<br />

of the project, which would change the funding<br />

pattern as well as executing agency. Taking<br />

these factors in view, CEA did not consider it<br />

appropriate to grant further extension of validity<br />

of TEC. The Govt. of Mizoram was informed<br />

accordingly vide CEA letter dated 1.10.2007.<br />

11.6.3 Private Sector Projects<br />

A) CEA Concurred Projects:<br />

a) Demwe Lower HE Project (5x342 +<br />

1x40=1750 MW), Arunachal Pradesh<br />

by M/s ADPPL<br />

Demwe Lower HE Project was accorded<br />

concurrence by CEA on 20.11.2009 for<br />

an estimated cost of Rs. 13144.91 Crores<br />

(Completion Cost). MoEF has accorded<br />

Environmental Clearance to the project<br />

on 12.2.10. Forest Clearance is under<br />

process.<br />

Financial closure is yet to be achieved.<br />

b) Dibbin HE Project(2x60=120 MW),<br />

Arunachal Pradesh<br />

Dibbin HE Project was accorded<br />

concurrence by CEA on 04.12.2009 for<br />

an estimated cost of Rs. 728.54 Crores<br />

(Completion Cost). Environment and<br />

Forest Clearance is under process.<br />

Financial closure is yet to take place.<br />

c) Lower Siang HE Project (9x300=<br />

2700 MW), Arunachal Pradesh by<br />

M/s JAPL<br />

Lower Siang HE Project was<br />

accorded concurrence by CEA on<br />

15.02.2010 for an estimated cost of<br />

Rs. 19990.74 Crores (Completion Cost).<br />

Environment and Forest clearance is<br />

under process. Financial closure is yet<br />

to take place.<br />

11.6.4 H.E. Projects Allotted for<br />

implementation in the N.E.<br />

Region and yet to be taken up for<br />

construction<br />

A total of 92 H.E. Projects (above 25 MW<br />

capacity) with aggregate capacity of 39513 MW<br />

have been allotted in N.E. Region to Central and<br />

Private Sector for implementation in the near<br />

future and yet to be taken up for construction.<br />

Further 25 schemes with aggregate capacity of<br />

16175 MW have been identified which are yet<br />

to be allotted/ referred by State. Category-wise,<br />

these schemes are summarized below:<br />
