iv. Tilaiya UMPP in Jharkhand<br />

The Letter of Intent (LoI) was awarded<br />

to M/s Reliance Power Ltd. on 12.02.2009 with<br />

a levelised tariff of Rs. 1.7704 per Kwh. The<br />

project was handed over on 7.8.09.<br />

v. Chhattisgarh UMPP<br />

RfQ for this project has been issued by<br />

M/s Chhatisgarh Surguja Power Limited on<br />

15.03.2010.<br />

9.6 Consultancy Services<br />

9.6.1 Nuclear Power Tariff Fixation<br />

In terms of provisions of Department of<br />

Atomic Energy Act, 1962, CEA has examined<br />

the <strong>power</strong> tariff related proposal of Nuclear<br />

Power Corporation of India Limited in respect of<br />

Rajasthan Atomic Power Station Units 2, 3 and<br />

4 for the period 01.12.2008 to 30.11.2013 and<br />

recommendations were sent to DAE.<br />

9.6.2 Hydro Electric Projects of Bhutan<br />

A number of Hydro Electric Projects<br />

are presently under operation / construction in<br />

Bhutan. These projects are being financed by<br />

Government of India. The tariff of <strong>power</strong> being<br />

sold by Royal Government of Bhutan to India is<br />

decided on case to case basis. To have a uniform<br />

policy / Model of Tariff for future hydro-electric<br />

projects of Bhutan, a committee had been set up<br />

by Ministry of Power. The studies of proposed<br />

Tariff Model were carried out.<br />

9.6.3 Development of Transmission<br />

Projects<br />

To promote private participation<br />

in <strong>development</strong> of transmission projects,<br />

Government of India had issued guidelines<br />

for selection of Transmission Service Provider<br />

through Tariff based Competitive Bidding route.<br />

Accordingly PFC/REC (BPC of the projects)<br />

had launched three transmission projects based<br />

upon these guidelines. The projects are:<br />

i. Transmission scheme for enabling import<br />

of NER/ER surplus <strong>power</strong> by NR - LoI<br />

issued to Sterlite Technologies Ltd. on<br />

07.01.2010.<br />

ii.<br />

North Karanpura Transmission Scheme - LoI<br />

issued to M/s Reliance Power Transmission<br />

Ltd. on 18.12.2009.<br />

iii. Talcher-II Transmission Scheme - LoI<br />

issued to M/s Reliance Power Transmission<br />

Ltd. on 18.12.2009.<br />

9.7 Nomination of CEA officers to Bid<br />

Evaluation Committees<br />

a) To promote private participation in<br />

<strong>development</strong> of transmission projects,<br />

Government of India had issued guidelines<br />

for selection of Transmission Service<br />

Provider through Tariff based Competitive<br />

Bidding route.<br />

“Bid Evaluation Committees for selection<br />

of Transmission Service Providers” were<br />

set up. Officers of E&C Wing CEA were<br />

nominated in these committees. These<br />

projects are:<br />

i. Transmission system enabling surplus<br />

<strong>power</strong> transmission from ER/NER to NR.<br />

ii.<br />

North Karanpura Transmission system.<br />

iii. Talcher –II Transmission system.<br />

b) In order to avail services of the international<br />

consultant in the field of transmission<br />

planning during various stages of<br />

formulation and review of the base<br />

document of the Perspective Transmission<br />

Development Plan of India upto 2022, it was<br />

decided to appoint the Consultant under the<br />

scheme entitled “Optimization of National<br />

Grid Programme for the period 2012-22”<br />
