e) Namrup CCGT (70 MW GT/ + /30 MW ST)<br />
Namrup 100 MW is a replacement <strong>power</strong><br />
project being executed by APGCL in Distt.<br />
Dibrugarh, Assam. EPC contract was awarded<br />
to M/s BHEL in February, 2009 with a target<br />
date of commissioning as January, 2012. Civil<br />
Works Order is yet to be placed. The project is<br />
now expected to be commissioned in 12 th Plan.<br />
11.8 Detailed Status of New Thermal<br />
Power Projects in North-eastern<br />
States<br />
Details of new <strong>thermal</strong> <strong>power</strong> projects<br />
proposed in North-eastern States is given<br />
below:<br />
i) Tripura Gas Based Power Project-<br />
104.74 MW - The project was<br />
recommended in PIB meeting held<br />
on 20.1.09. Investment Approval<br />
has been accorded vide MoP letter<br />
dated 14 th July, 2009 at a cost of<br />
Rs. 421.01 crores including IDC. The<br />
techno-commercial offer for main plant<br />
equipment has been negotiated with<br />
M/s BHEL. As the cost of the project<br />
was on the higher side when compared<br />
to the cost approved during Investment<br />
Approval, M/s NEEPCO submitted<br />
Revised Cost Estimate amounting to<br />
Rs. 623.44 crores to Ministry of Power<br />
for approval which has been discussed<br />
in the Standing Committee for<br />
determining the responsibility for time<br />
& cost overrun on the Revised Cost<br />
Estimates. The Revised Cost Estimates<br />
are yet to be approved.<br />

Garo Hills Coal Based Thermal<br />
Power Project, Meghalaya, M/s<br />
NEEPCO – 500 MW - As informed<br />
by M/s NEEPCO, Govt. of Meghalaya<br />
has made the MoA non-operational in<br />
April, 2008 till further order.<br />
iii) West Khasi Hills Coal Based TPP,<br />
Meghalaya- M/s NEEPCO- 240 MW<br />
- M/s NEEPCO have informed to have<br />
submitted a draft MoA as well as JV<br />
proposal with Govt. of Meghalaya for<br />
the <strong>development</strong> of Project.<br />
(iv) Margherita Coal based TPP, Assam<br />
(JV of NEEPCO & APGCL) -250<br />
MW - M/s NEEPCO has proposed to<br />
set up Margherita TPP with an installed<br />
capacity of 250 MW in Joint Venture<br />
with APGCL. The Joint Venture<br />
Company (JVC) agreement is yet to be<br />
finalized.<br />
(v) Margherita TPP-JV of NTPC &<br />
APGCL-500 MW-As per the letter<br />
dated 20.7.09 from Hon’ble Minister,<br />
Power Public Enterprise, Industry<br />
& Commerce, Govt. of Assam, they<br />
are in discussion with M/s NTPC to<br />
implement another <strong>thermal</strong> project of<br />
500 MW capacity in eastern part of<br />
Assam in Joint Venture with Assam<br />
Power Generation Company Ltd.<br />
A team of NTPC, CEA and APGCL<br />
officials along with revenue officials visited the<br />
site on 18.9.2009 at Margherita for examining the<br />
feasibility of installing 2x250 MW units when it<br />
was observed that the site selected by APGCL is<br />
highly undulating. As per the draft report of M/s<br />
NTPC, APGCL is conducting the topographic<br />
survey of the area so as to reexamine the plant<br />
layout to minimize ground level variations and<br />
optimize leveling cost.<br />
