POWER DEVELOPMENT IN NORTH-EASTERN REGION<br />
11.1 Hydro-electric Potential in Northeastern<br />
Region<br />
As per Re-assessment Studies carried out by CEA,<br />
hydro potential of the North Eastern Region in<br />
terms of installed capacity has been estimated as<br />
58971 MW (58356 MW above 25 MW capacity).<br />
Out of the above, 1116 MW (above 25 MW<br />
capacity) have been harnessed so far while<br />
projects amounting to 2876 MW (above 25 MW<br />
capacity) are under construction. State-wise<br />
identified hydro-electric potential (above 25<br />
MW) of North-eastern Region and its status of<br />
<strong>development</strong> is given below:<br />

11.2 Survey & Investigation of Hydro<br />
Projects<br />
The Government approved a Three Stage<br />
Clearance procedure for hydro projects to be<br />
executed by CPSUs in consultation with MoF<br />
and MoEF. Under Stage-I, the CPSUs will<br />
incur expenditure on Survey & Investigation<br />
and preparation of Pre-feasibility Report.<br />
Under Stage-II, the CPSUs will undertake<br />
activities relating to detailed investigation<br />
and preparation of Detailed Project Report.<br />
During this Stage, pre-construction activities<br />
and infrastructure <strong>development</strong> including land<br />
acquisition will also be undertaken. Under<br />
Stage-III, approval of PIB/CCEA would be<br />
sought for investment decision in respect of<br />
construction of the projects.<br />
11.3 Preparation of DPRs under 50,000<br />
MW Hydro Initiative<br />
Ranking studies were earlier completed<br />
by CEA in October, 2001 in order to expedite<br />
hydro <strong>power</strong> <strong>development</strong> in the country in a<br />
systematic manner. Subsequently, Preliminary<br />
Feasibility Reports (PFRs) were prepared in<br />
respect of 62 schemes in NE region under<br />
“50,000 MW Hydro Electric Initiative”<br />
launched by Govt. of India in May, 2003. Low<br />
tariff H.E. schemes 17 Nos. (with first year<br />
tariff less than Rs.2.50/kWh) with aggregate<br />
capacity of 17,487 MW have been selected for<br />
taking up of detailed survey & investigation<br />
and preparation of DPR/ implementation. Out<br />
of these, DPR of 6 schemes namely Talong<br />
(225MW), Dibbin (120MW), Badao (70 MW),<br />
"CEA-Helping the Transformation of Indian Power Sector"<br />
