Nagaland and Arunachal Pradesh.<br />

v. Metering: The NEP lays emphasis on<br />

comprehensive metering. Incomplete<br />

information on this crucial issue from most<br />

States reveals that this issue is not being<br />

monitored with the sincerity and intensity it<br />

merits.<br />

• 11 kV Feeders: Metering on 11kV feeders<br />

is complete or near complete in 10 of the<br />

respondent States viz. HP, Rajasthan,<br />

Haryana, Maharashtra, Andhra Pradesh,<br />

Bihar, West Bengal, Orissa, Nagaland<br />

and Arunachal Pradesh. Of the remaining<br />

States, some discoms have reported 100%<br />

metering.<br />

• DTRs: The status of metering of distribution<br />

transformers is something that needs to be<br />

focused on in all the respondent States. Only<br />

Delhi, Andhra Pradesh and Gujarat (Surat &<br />

Ahmedabad) provided 100% DTR meterings.<br />

The problems with respect to DTR metering<br />

could be for a combination of technical, social,<br />

financial reasons. Policy should be addressed<br />

to finding solutions for problems that are<br />

common to a majority of States.<br />

• Consumers: On the issue of metering of<br />

individual consumers, most States have<br />

reported significant progress with Delhi<br />

Haryana, Himachal Pradesh, Rajasthan,<br />

Gujarat, Andhra Pradesh, Kerala, Tamil<br />

Nadu and Karnataka reporting 100%<br />

metering of individual consumers. However,<br />

metering of agricultural services is still to<br />

be achieved in most States including those<br />

which have reported 100% metering of nonagricultural<br />

consumers.<br />

vi. Standards for Loss Levels: Emphasizing<br />

the overriding importance of containing<br />

system losses, the NEP has required the<br />

SERCs to set standards for loss levels from<br />

time to time. While responding to CEA’s<br />

vii. Third-party Testing of Consumer<br />

Meters: SERCs were required to put in<br />

place independent third-party meter testing<br />

arrangements. This was meant to be a<br />

confidence building measure amongst the<br />

consumers and a mechanism to gather their<br />

support for the reform process. 13 out of<br />

23 respondent States have not put this<br />

mechanism in place.<br />

viii Supervisory Control And Data Acquisition<br />

(SCADA): A time-bound programme<br />

for implementation of SCADA and Data<br />

Management System was to be obtained<br />

from the distribution licensees and approved<br />

by SERCs. Only Delhi and Gujarat have<br />

responded in the affirmative. This system<br />

is not in place in the distribution companies<br />

in any other State. While no timeline is<br />

specified in the NEP for this purpose, it<br />

needs to be emphasized that the NEP states<br />

that these systems are useful for efficient<br />

working of distribution utilities. Action on<br />

essential efficiency measure needs to be<br />

initiated in a time-bound fashion. Reforms in<br />

the distribution segment need to be focused<br />

if the Power Sector is to turn around.<br />

9.12 Tariff Analysis<br />

For monitoring of Tariff Policy 2006, the<br />

questionnaire is under preparation in the financial<br />

year 2009-10 for seeking the information from<br />

the SERCs.<br />

The Economic Policy Division of CEA has<br />

examined the Multi Year Tariff Orders for Delhi<br />

(for three discoms) for financial year 2008-09<br />

and 2009-10. Tariff Order received from Gujarat<br />

“CEA-Helping the Transformation of Indian Power Sector”<br />
