TRAINING AND HUMAN RESOURCE DEVELOPMENT<br />
12.1 Training of Man<strong>power</strong> in CEA<br />
As Human Resource is an essential resource<br />
for carrying out any business or service of an<br />
organization, it is required to be developed to<br />
produce a quality product/service at a reasonable<br />
price. To attain this objective, the technical,<br />
managerial and behavioral competence of the<br />
human resources are developed and enhanced<br />
through training. Keeping this objective in<br />
view, HRD of CEA has been organizing various<br />
training programmes in technical, managerial,<br />
IT, health and other areas to keep them abreast<br />
of technology and bringing about attitudinal<br />
change in consonance with the need of rapidly<br />
changing era of globalization. HRD has also been<br />
making efforts to keep stock of the infrastructure<br />
available for the <strong>development</strong> of human resources<br />
in the Power Sector. CEA has been following up<br />
with the utilities/organizations on the status of<br />
implementation of the National Training Policy<br />
for the Power Sector. To fulfill its statutory role<br />
under Rule 3 of IE Rules 1956, CEA has been<br />
sending teams to visit Power Sector institutes<br />
for their evaluation in terms of infrastructure,<br />
utilization and quality of training programmes<br />
and facilitate CEA accreditation for them in<br />
line with the CEA Guidelines for recognition of<br />
training institutes of Power Sector. CEA has been<br />
advising/recommending various measures to the<br />
training institutes/Power Sector organizations<br />
for improvement in the training infrastructure<br />
and methodologies for enhancing the skills and<br />
productivity of the personnel.<br />
It has been the motto of CEA Management<br />
to impart at least one week training annually to<br />
each employee of CEA.<br />
12.1.1 Management Development &<br />
Refresher Training Programme<br />
The management <strong>development</strong> programmes<br />
for CEA Officers conducted at professional<br />
institutes of national and international repute<br />
like Indian Institute of Management (IIM),<br />
Ahmedabad, Management Development<br />
Institute (MDI), Gurgaon, Indian Institute of<br />
Public Administration (IIPA), New Delhi &<br />
Administrative Staff College of India (ASCI),<br />
Hyderabad were organized.<br />
The officers/officials were deputed<br />
for various in-service refresher training<br />
programmes, technical courses, workshops,<br />
seminars, conferences etc. at Power<br />
Management Institute (PMI), NTPC, Noida,<br />
Engineering Staff College of India (ESCI),<br />
Hyderabad, Institute of Secretarial Training<br />
& Management (ISTM), New Delhi, Central<br />
Board of Irrigation & Power (CBIP), New<br />
Delhi, Structural Engineering Research Centre<br />
(SERC), Chennai, etc. The programmes<br />
organized for enhancing the managerial and<br />
interpersonal skills and for awareness about<br />
good health included the topics such as effective<br />
communication for managers and leaders,<br />
Right to Information Act, communication and<br />
listening skills, Yoga, Physical and Mental<br />
Exercise, Motivation, leadership and team<br />
building, stress management, etc. The mandays<br />
for these programmes were 988.<br />
12.1.2 Customized Training Programmes<br />
i) DM/SCADA System, Protection<br />
System, Protection Philosophy & HV<br />
Equipment<br />
20 Officers were imparted training on<br />
DM/SCADA System, Protection System,<br />
Protection Philosophy & HV equipment at<br />
Areva T&D Technical Institute, Noida and<br />
Chennai for a period of two weeks in two<br />
groups. The mandays for this programme<br />
were 200.<br />
