2.7 Crisis & Disaster Management of<br />

Power Sector<br />

A document titled “Crisis & Disaster<br />

Management Plan for Power Sector” was<br />

brought out in July, 2004 to serve as a guide to<br />

all utilities involved in generation, transmission,<br />

distribution of electricity for formulating the<br />

Crisis and Disaster Management Plan for<br />

their infrastructure. In the intervening period,<br />

considerable changes have taken place, such<br />

as enactment of Disaster Management Act<br />

(December, 2005), creation of National Disaster<br />

Management Authority and National Institute<br />

of Disaster Management (NIDM). Various<br />

Ministries/Departments have been entrusted<br />

with specific responsibilities with regard to<br />

formulation of Crisis Management Plan/Disaster<br />

Management Plan and implementation of various<br />

steps/measures in respect of the role assigned to<br />

various respective organizations/sectors. With a<br />

view to review the document and incorporating<br />

various aspects of Disaster Management Act,<br />

2005 and related issues, an Inter-disciplinary<br />

Committee headed by Member (Planning), CEA<br />

with representatives from CEA, NLDC, NTPC,<br />

NHPC, OHPC, APGENCO has been constituted<br />

with the following terms of reference:<br />

• Review of Disaster Management Plan/<br />

Crisis Management Plan of Power Sector<br />

incorporating provisions of Disaster<br />

Management Act, 2005 and guidelines of<br />

NDMA and other related aspects.<br />

• To formulate mechanism for annual updating/<br />

review of Disaster Management Plan/Crisis<br />

Management Plan and implementation of the<br />

observations of Disaster Management audit<br />

and other provisions as per amendments in<br />

Disaster Management Act and guidelines of<br />

NDMA issued from time to time.<br />

The details of Mock Drills in Power Sector<br />

conducted by various State/Central Utilities<br />

are analysed and reports submitted to MoP in<br />

accordance with the directions given during the<br />

meeting taken by Secretary (Security), Cabinet<br />

Secretariat in October, 2009.<br />

Director (DMLF), CEA visited Andhra<br />

Pradesh as a Member of the Central Team to<br />

assess the damages of flood affected area and its<br />

management along with estimates of damages<br />

caused by flood. The report of the assessment<br />

was submitted and got approved in the meeting<br />

of the Inter-Ministerial Group.<br />
