1.6 Annual Budget<br />

During the year 2009-10, against an<br />

allocation of Rs.15.00 Crores (reduced to<br />

Rs.11.37 Crores in the RE 2009-10) under Plan<br />

head, an expenditure of Rs.8.97 Crores has been<br />

booked upto 31.03.2010, whereas an expenditure<br />

of Rs.9.05 Crores was booked under Plan head<br />

during 2008-09.<br />

During the year 2009-10, on the Non-<br />

Plan side, an expenditure of Rs. 71.26 Crores<br />

was incurred against an allocation of Rs. 86.14<br />

Crores whereas under Non-Plan an expenditure<br />

of Rs. 58.80 Crores was incurred during the year<br />

2008-09.<br />

1.6.1 Revenue Recovered for Consultancy<br />

Services by CEA and Recovery of<br />

expenses by RPCs from constituents<br />

CEA renders Consultancy Services for<br />

design and engineering of <strong>thermal</strong> and hydro<br />

projects to various SEBs and <strong>power</strong> utilities.<br />

During 2009-10, CEA rendered consultancy<br />

services worth Rs. 6.19 Crores and an amount of<br />

Rs. 6.04 Crores was recovered during the year<br />

(upto 31.03.10). Regional Power Committees<br />

received revenue of Rs. 12.04 Crores from their<br />

constituents during the year 2009-10. Inspection<br />

fees collected by RIOs amounted to Rs. 3.31<br />

Crores during the year 2009-10.<br />

1.7 Progressive use of Hindi in Official<br />

Work of CEA<br />

The percentage of Hindi correspondence<br />

of CEA to the Central and State Governments is<br />

78% to 85%.<br />

In CEA, the Official Language<br />

Implementation Committee (OLIC) meetings are<br />

held at regular intervals under the chairmanship<br />

of Chairperson, CEA. Prompt action has been<br />

taken on the decisions taken in these meetings.<br />

Once in a year, a meeting of all Chief<br />

Engineers of CEA is held under the chairmanship<br />

of Chairperson, CEA in which progress of<br />

Hindi in their respective fields is discussed and<br />

corrective actions are taken, wherever required.<br />

All efforts are being made to enhance<br />

the usage of Hindi in official work in CEA.<br />

All incentive schemes sponsored by the Deptt.<br />

of Official Language are in operation in CEA.<br />

In addition, a Roving Shield is awarded to the<br />

Division/Section/Unit who does maximum work<br />

in Hindi throughout the year. During the year,<br />

Rajbhasha Shields were awarded to 10 Divisions/<br />

Sections where maximum correspondence is<br />

made in Hindi with Regions “A” & “B”. Apart<br />

from above, CEA has introduced a Cash Award<br />

Scheme namely Kendriya Vidyut Pustak Lekhan<br />

Puraskar Yojna on All India basis to promote<br />

original book writing in Hindi from the calendar<br />

year 2003. Under this scheme prize money is –<br />

(A) First Prize- Rs. 60,000/-, (B) Second Prize-<br />

Rs.40,000/- (C) Third Prize- Rs. 25,000/- and<br />

one consolation prize of Rs.10,000/- only. This<br />

year, evaluation of the books will be finalized<br />

after scrutiny the books by the evaluation<br />

committee.<br />

To create interest in Hindi, the Hindi<br />

Books were regularly purchased for library of<br />

CEA as per the target prescribed by the Official<br />

Language department.<br />

During the year, Four Hindi Computer<br />

Training Programmes (each of five days) were<br />

organized in coordination with NPTI, Faridabad<br />

in which altogether 72 employees have been<br />

given training on computer and one Hindi<br />

workshop was also organized in which about 50<br />

employees have participated.<br />

Now in CEA, all Officers and employees<br />

are trained in Hindi Language and all typists are<br />

trained in Hind Typing. Newly recruited officers/<br />

employees are being trained in Hindi Training<br />

Courses organized by the Training Institutes<br />

from time to time.<br />
