Planning' on 23.10.2009 for the interactive<br />

meeting on issues pertaining to Thermal<br />

Power Plants in Bhubneshwar on 23 rd<br />

October, 2009.<br />

3) Two officers from CEA participated<br />

and gave presentations during regional<br />

level meeting on 'Interactive Session on<br />

Tapping of Surplus Power from Captive<br />

Power Plants' held at Bhubneshwar on<br />

22 nd December, 2009.<br />

4) Expert Group on 'Low Carbon Growth<br />

Strategy' has been constituted by Planning<br />

Commission and Chairperson, CEA is a<br />

Member of the Group. One meeting of the<br />

Expert Group has been held.<br />

5) A Task Force on 'Standardization of<br />

Contractual Terms and Conditions for<br />

T&D Projects and CEA Specifications for<br />

Distribution Transformers' is proposed to be<br />

constituted by IEEMA with the help of CEA<br />

to discuss the potential areas to enhance the<br />

co-operation between IEEMA and CEA.<br />

6) CEA participated in the workshops on<br />

“Mitigation of Carbon Tetrachloride (CTC)<br />

from Indian Power Sector”, which were<br />

conducted at Mumbai, Kolkata, Raipur,<br />

Hyderabad and Delhi by association of CEA<br />

and GTZ, Germany.<br />

2.3 Electricity Demand<br />

a) Under existing system, electricity demand<br />

of the country is projected periodically,<br />

normally once in five years, for short and<br />

long timeframes. The demand forecasting<br />

is done by a National level 'Committee of<br />

Experts' constituted by CEA with consent<br />

of the Ministry of Power, by conducting an<br />

exhaustive Electric Power Survey (EPS)<br />

of India. EPS is undertaken by CEA by<br />

obtaining inputs from four Regional Power<br />

Survey Offices which coordinate with<br />

various organizations/utilities. The demand<br />

forecast is the basic input for formulation of<br />

National Electricity Policy, Developmental<br />

Plans and Programmes & Schemes<br />

concerning generation, transmission,<br />

trading, distribution and utilization of<br />

electricity. The demand forecast qualifies<br />

the need for <strong>development</strong> of various areas of<br />

electricity consumption to orient the growth<br />

of the specified sectors of <strong>development</strong><br />

and leads to planned growth in various<br />

categories of electricity consumption.<br />

Electric load forecast also drives the<br />

<strong>development</strong> of transmission highways and<br />

optimum transmission network for carrying<br />

electricity from generation centres to load<br />

centres. Inter-regional transmission links<br />

for electricity transmission from surplus<br />

region to deficit region is an important input<br />

for planning and <strong>development</strong> of such links.<br />

The load projections also facilitate planning<br />

of electricity transfer MoU and trading of<br />

electricity for the mutual benefits of surplus/<br />

deficit regions/States.<br />

The latest forecast of electricity demand had<br />

been made by the 17 th Electric Power Survey<br />

Committee(EPSC) and published in March,<br />

2007. The 18 th EPSC has been constituted<br />

by CEA in February, 2010.<br />

The terms of reference of 18 th EPS are:<br />

i) To forecast year-wise electricity<br />

demand for each State, Union Territory,<br />

Region and All India in detail upto the<br />

end of 12 th Plan i.e. for the years 2012-<br />

13 to 2016-17.<br />

ii)<br />

To project the perspective electricity<br />

demand for the terminal years of 13 th<br />

and 14 th Five Year Plans i.e. year 2021-<br />

22 and 2026-27.<br />
