6.14 Fly Ash Generation & Utilization<br />

6.14.1 Fly Ash Utilisation<br />

The total ash being generated by 81<br />

<strong>thermal</strong> <strong>power</strong> stations pertaining to various<br />

Power Utilities works out to about 117 Million<br />

Tonnes per annum. It is estimated that for the<br />

total <strong>thermal</strong> capacity of coal/lignite based TPSs<br />

by end of 11 th Plan, the ash generated in the form<br />

of fly ash (80-90%) and bottom ash (10-20%)<br />

would be of the order of 173 Million Tonnes per<br />

annum considering 38% ash content in coal as<br />

an average and at 80% PLF. The beneficiation of<br />

coal by reduction in the percentage ash content<br />

and by blending with imported coal will reduce<br />

the total quantity of ash generation.<br />

Presently, the major areas of application<br />

of fly ash include:<br />

i) Cement manufacturing<br />

ii) Roads and embankment construction<br />

iii) Structural fill for reclaiming low lying<br />

areas<br />

iv) Brick/Block/Tiles manufacturing<br />

v) Mine- filling<br />

vi) Agriculture, Forestry and Wasteland<br />

<strong>development</strong><br />

vii) Part replacement of cement in mortar,<br />

concrete and ready mix concrete<br />

viii) Hydraulic structure (Roller compacted<br />

concrete)<br />

ix) Ash Dyke Raising<br />

x) Building components – Mortar, Concrete,<br />

Concrete Hollow Blocks, Aerated Concrete<br />

Blocks etc.<br />

xi) Other medium and high value added products<br />

(ceramic tiles, wood, paints) pavement<br />

blocks, light weight aggregate, extraction of<br />

alumina, Cenospheres, etc.<br />

As mentioned above, by the end of 2012,<br />

the ash likely to be generated from coal/lignite<br />

<strong>thermal</strong> plants shall be of the order of 173 Million<br />

Tonnes per annum. A number of measures are<br />

being taken to encourage various sectors to<br />

utilize fly ash. The targets of ash utilization are<br />

primarily governed by the MoE&F Notification<br />

dated 14 th September, 1999 and its amendment<br />

Notification dated 27 th August, 2003 & 3 rd<br />

November, 2009 as well as Hon’ble High Court<br />

of Delhi directions vide its judgments dated 4 th<br />

December, 2002, 10 th March, 2004 as well as 5 th<br />

August, 2004.<br />

In the latest MoEF’s amendment<br />

Notification issued on 3 rd Nov. 2009, all coal<br />

and/or lignite based <strong>thermal</strong> <strong>power</strong> stations and/<br />

or expansion units in operation before the date<br />

of this notification are to achieve the target of<br />

100% fly ash utilization in five years from the<br />

date of issue of this notification and the new<br />

coal and/or lignite based <strong>thermal</strong> <strong>power</strong> stations<br />

and/or expansion units commissioned after this<br />

notification have to achieve 100 % ash utilization<br />

in 4 years from the date of commissioning.<br />

6.14.2 Monitoring of Fly Ash Generation<br />

and Utilization<br />

CEA monitors the fly ash generation<br />

and ash utilization of coal/lignite based <strong>thermal</strong><br />

<strong>power</strong> plants pertaining to <strong>power</strong> utilities of<br />

the Centre and the States. CEA has initiated<br />

half yearly monitoring of data during the year<br />

2008-09. The following main activities were<br />

carried out during the year:<br />

a) The data pertaining to 2008-09 (from<br />

April 2008 to March 2009) was sought<br />

from 81 coal/lignite based <strong>power</strong> plants<br />

pertaining to 29 <strong>power</strong> utilities in 17 States.<br />

The overall percentage of ash utilization for<br />

2008-09 has been worked out to be about<br />

57%. The ash utilization in various modes<br />

of ash utilization during the year 2008-09 is<br />

shown in Graph-I.<br />

b) The progressive ash utilization data up to<br />

the year 2008-09 has been compiled. (See<br />

Graph-II).<br />
