PLANNING FOR POWER DEVELOPMENT<br />
2. Power Planning<br />
2.1.1 Generation Planning Studies<br />
i) Generation Planning Studies have been<br />
carried out for the terminal year of 12 th<br />
Plan and 13 th Plan for preparation of Draft<br />
National Electricity Plan.<br />
ii) Power absorption studies for accord of<br />
concurrence to the following projects have<br />
been carried out:<br />
1. Indira Sagar (Polavaram) HEP<br />
(12x80=960 MW) in Andhra Pradesh<br />
by M/s APGENCO.<br />
2. Dibbin HEP (2x60 MW) in Arunachal<br />
Pradesh by KSK Dibbin Hydro Power<br />
Pvt. Ltd.<br />
3. Nafra Hydro Electric Project<br />
(2x48 MW) in Arunachal Pradesh by<br />
Sew Nafra Power Corporation Private<br />
Limited.<br />
4. Demwe Lower HEP (1750 MW) in<br />
Arunachal Pradesh by Athena Demwe<br />
Power Pvt. Ltd.<br />
5. Bajoli Holi HEP (160 MW) in Arunachal<br />
Pradesh by M/s GMR.<br />
6. Lower Siang HEP (9x300=2700 MW)<br />

2.1.2 Reports brought out<br />
1) Guidelines for 'Qualifying Requirements of<br />
the Bidders for Balance of Plants (BoP) of<br />
Coal/Lignite based <strong>thermal</strong> <strong>power</strong> projects'<br />
were revised and circulated to all PSUs<br />
and State Utilities in November, 2009.<br />
Later on, some comments/ observations<br />
were received from the EPC contractors,<br />
engineering and manufacturing firms, State<br />
utilities and joint venture companies. Based<br />
on these feedbacks, some amendments were<br />
proposed in the Qualifying Requirements<br />
of bidders and same were discussed in the<br />
meeting held in CEA by CEA Committee<br />
[comprising of CE(IRP) and CE(TE&TD)<br />
as members] on 11/01/2010 and decisions<br />
were taken regarding the amendments. These<br />
modifications would shortly be carried out<br />
in the Guidelines.<br />
2) Draft National Electricity Plan covering<br />
review of 11 th Plan & 12 th Plan in detail and<br />
perspective 13 th Plan is under preparation.<br />
The draft Plan will be circulated to all<br />
stakeholders for suggestions / comments<br />
and the same would be incorporated<br />
suitably in the final Plan. The Plan will be<br />
thereafter notified in the Gazette of India<br />
after approval by Government, as per the<br />
Electricity Act, 2003.<br />
2.2 Participation of CEA as Committee<br />
Member / Interaction Meets etc.<br />
1) Officers from CEA participated in the<br />
Interactive Session on 'Issues in Tapping<br />
of Surplus Power from the Captive/<br />
Cogeneration Power Plants' held at Pune on<br />
11/09/2009 in which representatives from<br />
"Electricity is life: Conserve it."<br />
