DISTRIBUTION AND RURAL ELECTRIFICATION<br />
7.1 Restructured Accelerated Power<br />
Development Reforms Programme<br />
(R-APDRP) during 11 th Plan period<br />
After the comprehensive evaluation of<br />
the APDRP programme, which was short closed<br />
in Feb. 2009, Ministry of Power approved the<br />
Restuctured Accelerated Power Development<br />
and Reforms Programme (R-APDRP) during<br />
the 11 th Five Year Plan with revised terms and<br />
conditions as a Central Sector Scheme. The<br />
focus of Restructured APDRP (R-APDRP) in<br />
11 th Plan and beyond is on actual, demonstrable<br />
performance in terms of loss reduction. State<br />
Power Utilities are expected to reduce AT&C<br />
losses to 15%. The Utilities are also expected<br />
to achieve the following target of AT&C loss<br />
reduction for the utility as a whole:<br />
• Utilities having AT&C loss above 30%:<br />
Reduction by 3% per year<br />
• Utilities having AT&C loss below 30%:<br />
Reduction by 1.5% per year<br />
The expected programme size of<br />
Re-structured APDRP during 11 th Plan is<br />
Rs. 51,577 crore. It is proposed to cover urban<br />
areas – towns and cities with population of<br />
more than 30,000 (10,000 in case of special<br />
category States). In addition, in certain highload<br />
density rural areas with significant loads,<br />
works of separation of agricultural feeders<br />
from domestic and industrial ones and of High<br />
Voltage Distribution System (11 kV) will also<br />
be taken up.<br />
Projects under the scheme are proposed to<br />
be taken up in two Parts. Part-A is proposed to<br />
include the projects for establishment of baseline<br />
data and IT applications for energy accounting /<br />
auditing & IT based consumer service centers.<br />
Part-B shall include regular distribution<br />
strengthening projects.<br />
Expected investment in Part-A (Baseline<br />
System) shall be Rs. 10,000 crores and that in<br />
Part-B shall be Rs. 40,000 crores.<br />
Initially, funds for the projects under both<br />
the parts will be provided through loan (100% for<br />
Part-A and 25% for Part-B), balance to be raised<br />
by State utilities through Financial Institutions,<br />
except special category and North-eastern<br />
States for which under Part-B, 90% loan will be<br />
provided which will be converted into grant on<br />
fulfillment of conversion conditionalities.<br />
PFC is acting as a single window service<br />
and coordinating with agencies involved such<br />
as MoP, APDRP Steering Committee, CEA,<br />
Electricity Distribution Utilities, Implementing<br />
Agencies and various Consultants for speedy<br />
and timely completion of projects under the Restructured<br />
APDRP and thus assist the Distribution<br />
Utilities in achieving loss reduction targets.<br />
As on 31 st March 2010, under Part A,<br />
projects for 1380 towns for 44 Discoms of<br />
26 States at an estimated cost of Rs.5030.28<br />
crores have been sanctioned and an amount of<br />
Rs1334.76 crores has been disbursed so far.<br />
CEA is member of the various committees<br />
constituted by MoP for implementation of Part-A<br />
and Part-B of R-APDRP.<br />
7.2 Status of Metering<br />
A Committee was constituted on the<br />
recommendation of Working Group on<br />
“Metering Issues” constituted by Forum of<br />
Regulators to bring out common standard<br />
for kVAh metering in respect of all high- end<br />
consumers for connected load of 20 KW and<br />
“Electricity is life: Conserve it.”<br />
83
