2.12.2 Awards for the Year 2008-09<br />

Based upon the data/inputs furnished by<br />

various <strong>power</strong> utilities, the National Awards for<br />

<strong>power</strong> utilities for meritorious performance during<br />

2008-09 were presented by Hon’ble Minister of<br />

Power during a function held on 29 th January, 2010.<br />

The lists of Awardees is given at Annexure-2B.<br />

2.12.3 National Energy Conservation<br />

Awards, 2009<br />

Ministry of Power had undertaken<br />

a scheme to encourage, motivate as well as<br />

give recognition through 'National Energy<br />

Conservation Awards' to industrial units and<br />

other establishments, who have taken extra<br />

efforts to reduce energy intensities while<br />

maintaining the production levels. The scheme is<br />

aimed to create an environment that would spur<br />

industries and other establishments in achieving<br />

excellence in efficient use of energy and its<br />

conservation. The awards were given away for<br />

the first time on December 14, 1991 which is<br />

now celebrated as National Energy Conservation<br />

Day throughout the country. Chief Engineer<br />

(C&E), CEA was a member of Technical Sub-<br />

Committee to assist the Award Committee in<br />

the finalization of awards. During the year<br />

2009, 101 proposals received from six industrial<br />

sectors viz. Aluminium,Automobile,Chemical,<br />

Chlor-Alkali,Dairy and Fertiliser sectors were<br />

evaluated by CEA.<br />

2.12.4 Environment Management Award<br />

for Coal/Lignite based Thermal<br />

Power Stations<br />

It was decided to introduce this new<br />

category of award w.e.f. the year 2008-09 to<br />

promote best strategy and management of<br />

environmental issues by coal/lignite based<br />

<strong>thermal</strong> <strong>power</strong> stations. The scheme was prepared<br />

and circulated to all the coal/lignite based TPSs<br />

requesting them to furnish information on various<br />

environmental parameters such as CO 2<br />

emission,<br />

SPM emissions at stack, Fly Ash Utilisation and<br />

Effluent Discharge etc. In all, 31 TPSs submitted<br />

the requisite information which was scrutinized<br />

and evaluated as per the Award Assessment<br />

Criteria laid down. Based on the evaluation<br />

carried out, Budge Budge TPS of M/s. CESC<br />

Ltd. was adjudged as the best performing <strong>power</strong><br />

station from the point of view of environment<br />

management.<br />

2.13 Fuel Management and Analysis<br />

Central Electricity Authority (CEA) plays<br />

a pivotal role in establishing a system of coal<br />

allocation to <strong>power</strong> projects based on New Coal<br />

Distribution Policy.<br />

2.13.1 Fuel Supply Agreement (FSA)<br />

As per the New Coal Distribution Policy<br />

of Govt. of India, the supply of coal to <strong>power</strong><br />

plants is made through enforceable Fuel Supply<br />

Agreement (FSA) with coal companies. The FSA<br />

provides for a mechanism to ensure quantity and<br />

quality supply of coal to Power Utilities.<br />

CEA pursued with the Power Utilities<br />

and Coal India limited for signing of FSA for a<br />

capacity of 64,147 MW existing as on 31.03.2009.<br />
