POWER SYSTEMS PLANNING AND D]EVELOPMENT<br />

3.1 Transmission Planning<br />

All issues relating to planning and<br />

<strong>development</strong> of Transmission System in the<br />

country are dealt in the Power System Wing of<br />

CEA. This includes evolving long term and short<br />

term transmission plans. The network expansion<br />

plans are optimized based on network simulation<br />

studies and techno economic analysis. This also<br />

involves formulation of specific schemes, evolving<br />

a phased implementation plan in consultation<br />

with the Central and State transmission utilities<br />

and assistance in the process of investment<br />

approval for the Central Sector schemes,<br />

issues pertaining to <strong>development</strong> of National<br />

Power Grid in the country and issues relating<br />

to trans-country <strong>power</strong> transfer. Transmission<br />

planning studies are being conducted to identify<br />

evacuation system from generation projects and<br />

to strengthen the transmission system in various<br />

regions. The studies for long-term perspective<br />

plans are also being carried out on All India<br />

basis for establishing inter regional connectivity<br />

aimed towards formation of the National Power<br />

Grid system. The National Power Grid system<br />

is being evolved to facilitate free flow of <strong>power</strong><br />

across regional boundaries, to meet the short fall<br />

of deficit regions from a surplus region, for<br />

evacuation of <strong>power</strong> from project(s) located in<br />

one region to the beneficiaries located in other<br />

region(s) as well as facilitate trading of electricity<br />

among buyers and sellers in various regions.<br />

3.2 Inter-regional Transmission System<br />

in India-National Grid<br />

A National Power Grid in the country<br />

is being developed in phased manner. By now,<br />

all the regional grids have already been interconnected<br />

and total transmission capacity<br />

of inter-regional transmission system, as on<br />

31-03-2010 was 20750 MW. At present, except<br />

Southern Region, all the other four regions are<br />

inter-connected in synchronous mode and are<br />

operating in parallel.<br />

Total inter-regional transmission capacity<br />

by the end of 9 th Plan was 5750 MW. During 10 th<br />

Plan i.e. 2002-07, a total of 8300 MW of interregional<br />

capacities were added. Thus, total interregional<br />

transmission capacity by the end of<br />

10 th Plan was 14050 MW.<br />

During 11 th Plan i.e. 2007-12, interregional<br />

transmission systems of 18600 MW<br />

capacity have been planned and it is expected<br />

that, by end of 11 th Plan, total inter-regional<br />

transmission capacity of the National Power<br />

Grid would be increased to 32650 MW. Out of<br />

the programme for 11 th Plan, 2400 MW capacity<br />

was added during 2007-08, 3300 MW during<br />

2008-09 and 1000 MW during 2009-10. Thus a<br />

capacity addition of 6700 MW has already been<br />

added in 11 th Plan up to 31-03-2010.<br />

Details of existing and planned interregional<br />

transmission capacity up to end of 11 th<br />

Plan are shown in Annexure-3A.<br />

3.3 Regional Standing Committees on<br />

Power System Planning<br />

3.3.1 Introduction<br />

The Regional Standing Committees on<br />

<strong>power</strong> system planning constituted by CEA have<br />

representation of CEA, Transmission Utilities<br />

of constituent States of the region, Central<br />

Transmission Utility (i.e POWERGRID),<br />

representative of Central Sector Generating<br />

Companies and Regional Power Committee. The<br />

requirement of inter-state transmission system<br />

for evacuation of generation and for system<br />

improvement are evolved on the basis of <strong>power</strong><br />
