To evaluate the bids called for appointment<br />
of consultants, a “Committee for Evaluation<br />
of Price Bid for appointment of International<br />
Consultant/ Expert” was formed. The officer<br />
of E&C Wing, CEA was nominated in the<br />
Committee.<br />
c) A “Tender Evaluation Committee for<br />
Evaluation of Proposals for Selection of<br />
consultants” was constituted for carrying<br />
out the following studies under the Technical<br />
Assistance being provided to CEA under<br />
World Bank funded Coal Fired Generation<br />
Rehabilitation Project for addressing<br />
barriers to energy efficient rehabilitation &<br />
modernization of coal fired generating units<br />
in India:<br />
(i) Implementation Support Consultant.<br />
(ii) Consultant for studies regarding reduction<br />
of barriers to R&M interventions in <strong>thermal</strong><br />
<strong>power</strong> stations in India.<br />
(iii) Consultant for studies regarding developing<br />
markets for implementation of R&M in<br />
<strong>thermal</strong> <strong>power</strong> stations in India.<br />
(iv) Consultant for review of experience form<br />
pilot R&M interventions in <strong>thermal</strong> <strong>power</strong><br />
stations.<br />
(v) Consultant for studies regarding<br />
strengthening institutional capacity at CEA.<br />
The officer of E&C Wing, CEA was<br />
nominated in the Committee.<br />
d) Power Sector has been facing financial<br />
resource crunch. To find out the ways for<br />
mobilization of financial resources and<br />
reducing the cost of Power Sector projects,<br />
MoP had set up a Committee of Experts on<br />
“Cost Benefit Analysis for granting fiscal<br />
incentives/ concessions for Power Sector”.<br />
The officer of E&C Wing, CEA was<br />
nominated in the Committee.<br />
e) As an effort of addition of more & more<br />
generation capacity under Ultra Mega<br />
Power Project policy, one more project<br />
namely Chhattisgarh UMPP in addition<br />
to earlier awarded four projects, has<br />
been launched. This project is also to be<br />
awarded based on tariff based competitive<br />
bidding guidelines.<br />
For evaluation of bids for this project, an<br />
“Expert Committee (RfQ) for bid evaluation<br />
of Chhattisgarh UMPP” has been formed by<br />
Chhattisgarh Surguja Power Ltd. The officer<br />
of E&C Wing, CEA has been nominated in<br />
the Committee.<br />
f) Rate of Royalty on coal & lignite was<br />
fixed in July 2007 which was to be revised<br />
every 3 years. For this purpose, Ministry of<br />
Coal under the chairmanship of Additional<br />
Secretary (Coal) has set up a Committee/<br />
Study Group on revision of “Rates of<br />
Royalty on Coal & Lignite”. The officer of<br />
E&C Wing, CEA has been nominated in the<br />
Committee.<br />
9.8 The Electricity Act, 2003 & Follow-up<br />
9.8.1 Electricity (Amendment) Act, 2007<br />
The Electricity (Amendment) Act, 2007<br />
amending certain provisions of the Electricity<br />
Act, 2003 has been enacted on 29 th May, 2007<br />
and brought into force w.e.f. 15 th June, 2007. The<br />
main features of the Electricity (Amendment)<br />
Act, 2007 are:<br />
‣ Central Government jointly with State<br />
Government to endeavor to provide access<br />
for electricity to all areas including villages<br />
and hamlets through rural electricity<br />
infrastructure and electrification of<br />
households.<br />
