It can be seen from the above data that the<br />

number of cases received for PTCC route<br />

approval have increased by 38%. The total<br />

circuit kilometers of the EHT lines (Total<br />

length of 220 kV, 400 kV & 500 kV HVDC)<br />

for which PTCC route approval has been<br />

accorded, has increased by 15%.<br />

4.8.1 Computerisation of PTCC<br />

In order to cut down the processing time<br />

of PTCC route approval, a proposal for the<br />

computerization of PTCC process was forwarded<br />

to Ministry of Power for sanction and is under<br />

process by MoP. The estimated cost of the<br />

scheme is Rs. 1466 Lakhs. A budget provision<br />

of Rs.100 Lakhs has been kept for the year 2010-<br />

11 towards appointing the consultant.<br />

4.9 Establishment of Load Despatch<br />

& Telecommunication Facilities<br />

for Power Sector<br />

All the five Unified Load Despatch<br />

and Communication (ULDC) schemes are in<br />

operation for about last 8 years. Unified Load<br />

Despatch Scheme Monitoring Group (USMG)<br />

which has been inter-alia entrusted the work of<br />

formulating minimum standard requirements<br />

for ULDC scheme (phase-II) for replacement /<br />

upgradation / expansion and O&M of the<br />

ULDC system in Northern Region, CEA has<br />

been providing technical input to the Group /<br />

Committee.<br />

4.10 National Load Despatch Centre<br />

(NLDC)<br />

The National Load Despatch Centre<br />

(NLDC) was commissioned last year and the<br />

same has been running successfully.<br />

4.11 Frequency Allocation Coordination<br />

for Microwave<br />

and Power Line Carrier<br />

Communication (PLCC)<br />

CEA co-ordinates and follows up with<br />

Wireless Planning and Co-ordination (WPC)<br />

Wing of Department of Telecommunications<br />

(DoT) to accord frequency allocation for<br />

PLCC system of new <strong>power</strong> transmission<br />

lines and VHF/ UHF / Microwave systems of<br />

<strong>power</strong> utilities.<br />

As per the WPC, the frequency band 2.3-<br />

2.4 GHz used for microwave communication<br />

in the ULDC schemes for Load Despatch<br />

systems is to be vacated. CEA examined the<br />

case and has been providing required technical<br />

input to the Ministry of Power.<br />

During the financial year 2009-<br />

10, frequency allocations for PLCC for<br />

"Electricity is life: Conserve it."<br />
