In pursuance of PIB meeting, a Committee<br />

was set up by MoP on 23.4.2008 which submitted<br />

its report with the following recommendations:<br />

(a) Considering remoteness of the place,<br />

present infrastructure, future <strong>development</strong> to be<br />

undertaken, etc. compression of construction<br />

period is not feasible.<br />

(b) Keeping in view the location of the project<br />

(border State), stipulated conditions being<br />

imposed by foreign funding agencies and the<br />

national security concern, external funding is not<br />

taken into consideration.<br />

(c) There is energy generation loss of about 880<br />

MU due to flood moderation. The cost of flood<br />

moderation should be borne by MoWR.<br />

(d) Rate of interest on loan to be considered as<br />

11% instead of 11.5%. Exemptions on Excise<br />

Duty and Custom Duty as applicable to Mega<br />

Projects to be considered. The cost of project<br />

was recommended as Rs.14892.04 crores as<br />

against Rs.15886.39 crores (without external<br />

roads) as cleared by CEA. In the report, the cost<br />

apportioned to flood moderation component was<br />

taken as Rs.1107 cores.<br />

MoWR vide their letter dated 28 th August,<br />

2008 forwarded their recommendation on cost<br />

of flood moderation component for Dibang<br />

MPP as Rs.1074 crores. NHPC on 22.9.2008<br />

intimated that the total cost of the project at<br />

November, 2007 price level considering grant of<br />

Rs.1074 crores for flood moderation works out<br />

to Rs.14905.21 crores including IDC and FC of<br />

Rs.1916.43 crores.<br />

The Environment & Forest Clearances are<br />

yet to be accorded.<br />

Earlier, as per EIA Notification, 1994,<br />

EIA/EMP reports were prepared and public<br />

hearing for Lower Dibang Valley District was<br />

conducted on 29.01.2008. Public Hearing for<br />

Dibang Valley District could not be conducted<br />

due to public agitation. In the meantime,<br />

extended period for submitting the proposal<br />

for Environmental Clearance under EIA<br />

Notification, 1994 expired on 13.09.2008 and<br />

the proposal needed clearance under new EIA<br />

Notification, 2006.<br />

Terms of Reference (ToR) for preconstruction<br />

activities and EIA/EMP studies<br />

as per new notification were approved on<br />

17.08.2009. Additional studies of EIA/EMP<br />

reports as per ToR were awarded on 18.11.09.<br />

The Fresh hearing in both districts needs to be<br />

conducted.<br />

Forest land involved is 5056.5 ha and<br />

proposal was submitted to the Conservator<br />

of Forests (Cons) & Nodal Officer (FC) on<br />

16.01.2006. Degraded forest land required for<br />

compensatory afforestation i.e 10113 ha has been<br />

identified and that proposal has been submitted to<br />

Conservator of Forests, Tezu by respective forest<br />

divisions. The State Govt. has not yet submitted<br />

the proposal to MoEF, Govt. of India.<br />

11.5 Identification of Candidate Hydro<br />

Projects for 12 th Plan<br />

Action has been initiated to take up candidate<br />

H.E. projects for survey and investigation/ DPR<br />

preparation and other construction activities<br />

well in advance so as to achieve the ambitious<br />

programme of capacity addition in the coming<br />

Plans. To meet the requirement of additional<br />

capacity during the 12 th Plan (2012-17), a shelf<br />

of 87 candidate hydro projects having aggregate<br />

capacity of 20,334 MW has been prepared which<br />

included 21 schemes with aggregate capacity<br />

of 8,019 MW in N.E. region. Considering the<br />

present preparedness and anticipated difficulties<br />

in execution, the benefits from the shelf of 21<br />

candidate projects in North-eastern Region has<br />

been revised to a capacity of about 6,519 MW. A<br />

list of Candidate Hydro Projects in North-eastern<br />

Region for benefits during 12 th Plan is given at<br />

Annexure-11B.<br />
