2.8 Research & Development in Power<br />

2.8.1 Perspective Plan for Research &<br />

Development<br />

A Standing Committee on R&D in<br />

Power Sector was constituted by the Ministry of<br />

Power under the chairmanship of Chairperson,<br />

CEA to prepare a Perspective Research and<br />

Development Plan for next 15 years and to make<br />

recommendations from time to time for optimum<br />

utilization of infrastructure, raising of funds and<br />

to ensure that the outcome of research results<br />

in benefits to the customers and the operational<br />

efficiency of the sector.<br />

4 (Four) R&D projects recommended<br />

by the Standing Committee have been taken up<br />

by the various organisations during 10 th Plan.<br />

The Conveners of the Task Forces, constituted<br />

by the Standing Committee are enthused with<br />

monitoring the progress of ongoing R&D<br />

Projects. The status of ongoing R&D projects is<br />

detailed in (a) of Annexure No. 2A.<br />

The 12 th meeting of Standing<br />

Committee on R&D was convened by the<br />

Chairperson, CEA, on 18 th February, 2009<br />

to consider the R&D projects recommended<br />

by the Task Forces. The Standing Committee<br />

recommended 12 projects for taking up R&D in<br />

the 11 th Plan period. An SFC memo for 8 of the<br />

R&D projects recommended by the Standing<br />

Committee was formulated and forwarded to<br />

Ministry of Power. Subsequently, Ministry of<br />

Power has accorded financial approval to 6 of<br />

these projects. The details of the projects are<br />

at (b) of Annexure-2A. An SFC memo for<br />

the 4 remaining R&D projects, which were<br />

recommended by the Standing Committee with<br />

certain conditions to be fulfilled by the project<br />

proponents before these projects could be<br />

posed to Ministry of Power for funds, is under<br />

preparation. The details of these projects are:<br />

2.8.2 Innovative R&D Proposals<br />

Work regarding promotion of innovative<br />

methods of electricity generation continued and<br />

13 Nos. of proposals received, from individuals<br />

through MoP, PMO and President Secretariat<br />

were examined and commented upon.<br />

2.8.3 R&D works relating to Hydro<br />

Power Generation<br />

The various R&D Schemes/Projects to be<br />

taken up in the Hydro Sector during 12 th Plan<br />

were examined and projects found feasible were<br />

identified in consultation with the Members of<br />

the Task Force representing various agencies<br />

i.e. BHEL, NHPC, NML, IIT Roorkee, CPRI<br />

etc. This also includes scrutiny of various<br />

R&D proposals received from different<br />

organizations and obtaining the views of the<br />

Task Force members on these proposals and the<br />

clarifications from the project proposers. This<br />

also involved organising from time to time<br />

meetings of Task Force constituted for Hydro<br />

Projects.<br />
