Based on the report of CMPDI, NRSA<br />

and site visits by the teams of the Site Selection<br />

Committee, a large shelf of sites had been created<br />

having potential of more than 2,00,000 MW.<br />

Many sites from this shelf have been identified<br />

for benefits during the 11 th Plan & 12 th Plan. The<br />

sites for some of the Ultra Mega Power Projects<br />

(UMPPs) have been identified from the shelf of<br />

sites created under the scheme. The reports of<br />

CMPDI & NRSA have been sent to the State<br />

Govts. for necessary action for <strong>development</strong> of<br />

the identified sites.<br />

CMPDI in their draft reports submitted<br />

in January 2010 for selection of sites near load<br />

centers have identified 24 sites in the States<br />

of Haryana and Madhya Pradesh. Visits to the<br />

identified sites by a team of officers from CEA,<br />

CMPDI & State Electricity and Irrigation Deptt.<br />

along with local revenue officials are being<br />

made to assess the suitability of the sites with<br />

reference to availability of land & water and<br />

environmental aspects.<br />

6.2 Setting up of Ultra Mega Power<br />

Projects (UMPPs)<br />

Ultra Mega Power Projects (UMPPs)<br />

are being promoted with a view of providing<br />

<strong>power</strong> to all at a reasonable rate and ensuring<br />

fast capacity addition by Ministry of Power,<br />

Government of India as an initiative facilitating<br />

the <strong>development</strong> of UMPPs of 4000 MW capacity<br />

each under tariff based international competitive<br />

bidding route. Project specific Shell Companies<br />

(Special Purpose Vehicles) as 100% subsidiaries<br />

of Power Finance Corporation Limited have been<br />

created for carrying out <strong>development</strong>al work<br />

consisting of tie up of inputs/clearances and the<br />

bidding process for selection of developers for<br />

the UMPPs. Various inputs for the UMPPs are<br />

tied up by the SPV with assistance of MoP &<br />

CEA. CEA is involved in selection of sites for<br />

these UMPPs.<br />

Initially following nine (9) UMPPs were<br />

proposed to be set up in different States:<br />

i) Sasan Ultra Mega Power Project in M.Pcoal<br />

pithead- 6x660 MW<br />

ii) Mundra Ultra Mega Power Project in<br />

Gujarat- coastal- 5x800 MW<br />

iii) Krishnapatnam Ultra Mega Power Project<br />

in A.P.- coastal- 4000 MW<br />

iv) Ultra Mega Power Project in Jharkhandcoal<br />

pithead- 4000 MW<br />

v) Ultra Mega Power Project in Chhattisgarhcoal<br />

pithead- 4000 MW<br />

vi) Ultra Mega Power Project in Orissa-coal<br />

pithead- 4000 MW<br />

vii) Ultra Mega Power Project in Tamil Naducoastal-<br />

4000 MW<br />

viii) Ultra Mega Power Project in Maharashtracoastal-<br />

4000 MW<br />

ix) Ultra Mega Power Project in Karnatakacoastal-<br />

4000 MW<br />

The UMPPs are awarded through tariff<br />

based international competitive bidding. Out<br />

of above nine (9) UMPPs, four UMPPs namely<br />

Sasan in M.P., Mundra in Gujarat, Krishnapatnam<br />

in Andhra Pradesh and Tilaiyya in Jharkhand have<br />

been awarded and transferred to the developers<br />

selected through tariff based competitive<br />

bidding. Sasan, Mundra, Krishnapatnam<br />

and Tilaiya UMPPs are at different stages of<br />

implementation. As per the present status of<br />

projects intimated by the developers, one unit<br />

of 660 MW of Sasan UMPP and two units of<br />

800 MW each of Mundra UMPP are expected<br />
