11.7 Status of Construction of Thermal<br />
Power Projects in North-eastern<br />
Region<br />
The progress of various <strong>thermal</strong> <strong>power</strong><br />
projects under construction in North-eastern<br />
Region is given below:<br />
a) Lakwa Waste Heat Recovery Project<br />
(Steam Turbine -37.2 MW):<br />
The project is being executed by Assam<br />
Power Generating Company Limited in the<br />
Sibsagar District of Assam State. EPC contract<br />
was placed on M/s BHEL in March, 2010. The<br />
project progress has been delayed due to very<br />
slow progress on civil construction front. The<br />
project is now targeted for commissioning in<br />
October 2010.<br />
b) Bongaigaon TPS (3x250MW):<br />
Project is being executed by M/s NTPC<br />
at Salakati, Kokrajhar District of Assam. MoEF<br />
clearance has been obtained and coal linkage<br />
for the project has been accorded by Ministry<br />
of Coal. Order of Main Plant Package has been<br />
placed on M/s BHEL in February, 2008. Boiler<br />
drum has been lifted in January, 2010 and<br />
Condenser erection is also under progress for<br />
Unit-1. Boiler erection has started for Unit-2 in<br />
March, 2010 and for Unit-3, it is expected to start<br />
by June, 2010. The constraints being faced in<br />
project execution include slow progress of civil<br />
works and law & order problem. The anticipated<br />
dates of commissioning for Unit-1, 2 & 3 are<br />
July, 2011, January, 2012 and March, 2012 (Best<br />
Effort Basis) respectively.<br />
c) Tripura CCPP (2x 363.3 MW):<br />
Project is being executed by joint venture<br />
of ONGC, Govt. of Tripura & Infrastructure<br />
Leasing and Finance Services (IL&FS) at<br />
Palatana, Tripura. Main Plant Order has been<br />
placed on M/s BHEL in June, 2008. Project is<br />
delayed due to problem in transportation of heavy<br />
equipments to site, transmission lines/ <strong>power</strong><br />
evacuation/ start-up <strong>power</strong> and finalization of<br />
Feasibility Report for infrastructure requirement<br />
for use of Ashuganj Port & land route in<br />
Bangladesh to reduce time of transportation of<br />
machinery to site. The project is likely to be<br />
commissioned in 12 th Plan.<br />
d) Baramura Gas Based Project, Unit-5<br />
(1x21 MW)<br />
The project is an extension unit being<br />
executed by Tripura State Electricity<br />
Corporation Ltd. (TSECL) in District<br />
Agartala, Tripura. EPC contract was awarded to<br />
M/s BHEL in March, 2008 with a target date of<br />
commissioning as November, 2009. The project<br />
is now likely to be commissioned by June, 2010.<br />
