(b) Analysis of Load Growth<br />
The 17 th EPS Report was prepared in<br />
consultation with utilities by considering<br />
various assumptions, in order to keep a<br />
watch on the load growth vis-à-vis demand<br />
forecast of various States. Analysis of energy<br />
demand and the peak demand is being carried<br />
out regularly. The All India energy demand<br />
during the year 2009-10 is very much in line<br />
with the 17 th EPS forecast i.e. demand being<br />
830.31 BU against the projected forecast of<br />
848.39 BU. The energy demand of most of<br />
the Regions except North-eastern Region<br />
(NER) deviated from projections in the band<br />
of 0-5%. The deviation in peak demand of<br />
all Regions except NER remained upto 5%<br />
with respect to 17 th EPS projections during<br />
a particular month only. The peak demand<br />
projections on All India basis were about<br />
10% more than the actual demand. The<br />
analysis of the demand shows that there<br />
are spurts in the peak demand by 15-30%<br />
whereas the corresponding energy demand<br />
during the same year had grown by 8-10%<br />
only. The irregular increase in peak demand<br />
without corresponding energy growth needs<br />
to be addressed through Load Management,<br />
Demand Side Management and T&D Loss<br />
Reduction Programme. Accordingly, these<br />
States have been advised to develop the load<br />
growth and infrastructure to provide <strong>power</strong><br />
for all.<br />
2.4 Publications on All India Electricity<br />
Statistics – General Review & Growth<br />
of Electricity Sector in India<br />
In fulfillment of its duties and functions<br />
stated under Section 73 (i) & (j) and exercising<br />
<strong>power</strong>s vested under Section 74 of the Electricity<br />
Act, 2003, CEA publishes following documents<br />
carrying annual electricity statistics of national<br />
and international importance and growth<br />
indicators of the Indian Electricity Sector viz.<br />
All India Electricity Statistics ‘General Review’<br />
& ‘Growth of Electricity Sector in India from<br />
1947 onwards’.<br />
2.4.1 All India Electricity Statistics –<br />
General Review<br />
General Review-2009 containing annual<br />
electrical energy statistics of utilities concerning<br />
growth of the Indian Electricity Sector, important<br />
information like organizational structure of<br />
Electricity Supply Industry in India and reforms<br />
carried out by Utilities are incorporated. The<br />
General Review incorporates many important<br />
statistics/data on installed capacity, energy<br />
generation and utilization of energy along with<br />
the transmission and distribution losses. This<br />
publication contains energy utilization by various<br />
categories of electricity consumers like domestic,<br />
commercial, irrigation, industries (LV/MV, HV/<br />
EHV), public lighting, public water works, etc.<br />
In addition, the information on captive generation<br />
by 3000(approx) HV/EHV industries is also<br />
compiled along with the installed generating<br />
capacity by captive generators. General Review–<br />
2009 containing data for the year 2007-08 has<br />
been published in May, 2009.<br />
2.4.2 Growth of Electricity Sector in India<br />
A Publication titled “Growth of<br />
Electricity Sector in India from 1947-2009”<br />
was brought out in May, 2009 containing data<br />
for 2007-08 and provisional/estimated data for<br />
2008-09 in respect of Indian Electricity Sector<br />
is also indicated in this publication. The data for<br />
this publication has been sourced from various<br />
Utilities & Non-utilities and various National &<br />
International Journals.<br />
This annual publication of CEA illustrates<br />
the growth of vital <strong>development</strong> indicators like<br />
generating capacity, electrical energy production,<br />
transmission and distribution network, captive<br />
<strong>power</strong> plants and pattern of consumption of<br />
electricity etc. The important statistics have<br />
"Energy Saved is Energy Generated"<br />
