FY2016 Highlights & Major Accomplishments<br />

• Financial Operations provided project executive leadership in coordinating WMATA<br />

management’s responses to the draft Federal Transit Authority’s (FTA) Financial Management<br />

Oversight (FMO) Review draft report.<br />

• All corrective actions detailed in the FMO management responses were accepted without<br />

revision.<br />

• Established WMATA’s Office of Internal Compliance in FY2015<br />

• All FMO Testing and Validation Plan deliverables were reviewed and submitted on time<br />

• Developed an authority wide policy for financial management risks and controls<br />

• Completed audit readiness reviews in advance of FTA’s Testing and Validation plan<br />

• Initiated effort to adopt the COSO Framework for financial management controls and a<br />

comprehensive assessment of financial management related risks.<br />

• Trained 517 staff engaged in grants related activities on Allowable Costs Requirements and<br />

Internal Controls<br />

• FY2014 and FY2015 PeopleSoft project costing sub-system reconciliation report in progress<br />

• FY2014 and FY2015 Processing the intake of Silver Line transferred assets budgeted at $2.9<br />

billion<br />

• In FY2016 WMATA was awarded $663 million in Federal Grants<br />

• In FY2016 WMATA has successfully received $194 million federal grant reimbursements<br />

• Maintained a cumulative success rate of 98.0 percent for federal grant reimbursement requests<br />

• Hedged 75.0 percent of budgeted diesel fuel consumption for FY2016 at $1.97/gallon<br />

• Issued two new Joint Development solicitations (Fort Totten and College Park)<br />

• Executed Term sheets for Joint Development projects (Brookland, Navy Yard chiller site,<br />

Grosvenor, Capitol Heights).<br />

• Executed a Joint Development Agreement at New Carrollton<br />

• Closed on Capitol Heights/Davey Street outparcel<br />

• Initiated implementation and formulation of automated budget books<br />
