Chapter 3<br />

Joint Development and Adjacent Construction Projects<br />

The Metro Office of Joint Development and Adjacent Construction (JDAC) reviews and approves<br />

construction activities for those jurisdictional projects adjacent to Metrorail and Metrobus<br />

property, facilities, and operations in order to ensure that: Metro facilities and operations are not<br />

damaged or affected by the proposed project; Metro operations are not affected during and after<br />

the project construction; and Metro station capacity is not affected by the ridership generated by<br />

the project. Expenditures are reimbursed by the private or jurisdiction entity.<br />

To achieve these objectives, JDAC performs the following:<br />

• JDAC reviews adjacent projects to determine if there are impacts to WMATA interests.<br />

• JDAC acts similar to the development review and permitting offices of the jurisdictions.<br />

• Provides coordination with Owner/Developer/Contractor (ODC): agencies, jurisdictions,<br />

property owners, consultants, developers, utilities and/or anyone who has impact to<br />

WMATA property, facilities and/or operations.<br />

• In conjunction with Real Estate and Station Area Planning (LAND) and General Counsel<br />

(COUN) prepares Project Agreements.<br />

• Provide coordination/oversight for all aspects of a project including: design, safety,<br />

operations, constructability, assures compliance with WMATA standards, monitors<br />

/coordinates construction activities and accepts on-site installations and facilities.<br />

• Provides oversight and acceptance for Joint Development and Jurisdictional Reimbursable<br />

projects that will ultimately be owned and operated by WMATA.<br />
