Purpose<br />
The Office of Inspector General (OIG) is an independent office that reports to the Metro Board of<br />
Directors. OIG is modeled after the Federal Offices of Inspectors General to advance Metro’s<br />
accountability and transparency.<br />
Responsibilities<br />
The OIG supervises and conducts independent and objective audits, investigations, and reviews of<br />
Metro programs and operations to promote economy, efficiency, and effectiveness, as well as to<br />
prevent and detect fraud, waste, and abuse in such programs and operations. The Inspector General<br />
provides advice to the Board of Directors and General Manager to assist in achieving the highest<br />
levels of program and operational performance in Metro.<br />
<strong>FY2017</strong> Business Plan<br />
• OIG’s audit component will conduct risk-based performance audits and evaluations to promote<br />
economy, efficiency, and effectiveness of Metro programs, operations, and activities.<br />
• At the request of the Office of Procurement, OIG will perform reviews and analyses of<br />
contractor proposals to determine reasonableness of cost/pricing information.<br />
• OIG will also supervise Metro’s annual independent audit of financial accounts, conducted by<br />
external auditors, to facilitate timely reporting to bondholders.<br />
• OIG’s investigations component will provide all oversight and administration of the OIG<br />
hotline.<br />
• OIG’s investigation component will handle and issue confidential reports of investigations<br />
involving fraud, waste, abuse, and gross mismanagement.<br />
• OIG’s investigation component oversees and administers Metro’s Whistleblower/Retaliation<br />
Policy, as well as provides confidential and timely investigative reports to the Whistleblower<br />
Panel.<br />
• OIG’s investigation component will lead coordination of investigations with outside agencies<br />
and/or the MTPD.<br />
• OIG will provide internal controls and fraud awareness training to Metro departments and<br />
offices upon request.<br />
FY2016 Highlights and Major Accomplishments<br />
• OIG’s audit component completed at least six performance audits and made value-added<br />
recommendations to promote economy, efficiency, and effectiveness of Metro programs<br />
and operations.<br />
