KHANP was again discussed by the Standing Committee<br />

<strong>of</strong> NBWL on 14.9.06 and it was decided that a detailed<br />

study on impact <strong>of</strong> the project on Wildlife to be carried out<br />

by WII and the proposal be resubmitted for the<br />

consideration <strong>of</strong> the Standing Committee. The adverse law<br />

and order situation is causing delay in S&I work for<br />

preparation <strong>of</strong> DPR.<br />

3. Chungar Chal (240 MW), Uttarakhand:<br />

Agreement for implementation has been signed with Govt.<br />

<strong>of</strong> Uttarakhand on 21.11.05. Site clearance Stage-I has<br />

been accorded on 11.11.05.<br />

4. Garba Tawaghat (630 MW), Uttarakhand:<br />

Agreement for implementation has been signed with Govt.<br />

<strong>of</strong> Uttarakhand on 21.11.05. Site clearance Stage-I not<br />

accorded as the project area falls in ASKOT Musk Deer<br />

Sanctuary for which clearance <strong>of</strong> NBWL and the approval<br />

<strong>of</strong> Hon’ble Supreme Court is required.<br />

5. Khartoli Lumti Tulli (55 MW), Uttarakhand:<br />

Agreement for implementation has been signed with Govt.<br />

<strong>of</strong> Uttarakhand on 21.11.05. Stage-I site clearance applied<br />

by NHPC held up by MOEF as the project area falls in<br />

ASKOT Musk Deer Sanctuary for which clearance <strong>of</strong> NBWL<br />

and the approval <strong>of</strong> Hon’ble Supreme Court is required.<br />

6. Lachen (210 MW), Sikkim:<br />

520 MW Parbati H.E. Project Stage-III (Himachal Pradesh) - Work at Diversion Tunnel Inlets in progress<br />

Agreement for implementation <strong>of</strong> the project has been<br />

signed between NHPC and state Govt. on 1.3.06. Site<br />

clearance stage -I accorded by MOEF on 27.2.06.<br />

7-8. Tawang-I & II (1500 MW), Arunachal Pradesh:<br />

Revised MOA between NHPC and Govt. <strong>of</strong> Arunachal<br />

Pradesh has been signed on 24.6.07 for executing the<br />

project on ownership basis by NHPC. This MOA supercedes<br />

the earlier MOA signed on 21.9.06. MOEF has accorded<br />

clearance for pre-construction activities and approval <strong>of</strong><br />

terms <strong>of</strong> reference for undertaking the EIA studies for<br />

Tawang-I&II. NHPC submitted the PFRs <strong>of</strong> both the projects<br />

to CEA for establishing the commercial viability. EIA & EMP<br />

studies have been awarded and S&I are under progress<br />

for preparation <strong>of</strong> DPR.<br />

9-10Subansiri Middle (1600 MW) and Upper (2000 MW),<br />

Arunachal Pradesh<br />

CEA had advised NHPC to prepare DPR and take up<br />

essential infrastructure works. Proposal for Site Clearance<br />

Stage-II was submitted to MOEF on 26.09.02. MOEF vide<br />

letter dt 19.6.03 rejected the site clearance on the basis <strong>of</strong><br />

recommendation <strong>of</strong> IBWL in case <strong>of</strong> Lower Subansiri Project<br />

that “there will be no construction <strong>of</strong> dam upstream <strong>of</strong><br />

Subansiri River in future”. While disposing IA 966 filed against<br />

Subansiri Lower Project, Supreme Court vide its order dated<br />

19.4.04 has directed that permission for Subansiri Lower<br />

Project may be given subject to fulfillment <strong>of</strong> condition<br />

imposed by Standing Committee <strong>of</strong> IBWL. State Govt. had<br />

filed a review petition in Hon’ble Supreme Court <strong>of</strong> India for<br />

review <strong>of</strong> its order dated 19.4.04. After hearing, Hon’ble<br />

Supreme Court directed that the matter is referred to the<br />

Standing Committee <strong>of</strong> the National Board <strong>of</strong> Wildlife to<br />

consider waiving or modifying these conditions as sought by<br />

the applicant. MOEF vide letter dated 4.10.07 has informed<br />

that a Committee has been constituted to carry out site<br />

inspection before taking a final decision on the issues raised.<br />

The inspection is likely to be conducted in Dec.07. S&I work<br />

for preparation <strong>of</strong> DPR has been suspended due to nonavailability<br />

<strong>of</strong> site clearance stage-II by MOEF.<br />
