providing CDM Advisory consultancy services in the area<br />
<strong>of</strong> Energy Efficiency/<strong>Power</strong> Distribution Sector, which is a<br />
first <strong>of</strong> its kind in world. REC/PwC is currently working on<br />
development <strong>of</strong> Project Design Document (PDD) <strong>of</strong> HVDS<br />
Projects <strong>of</strong> APSPDCL.<br />
10. TRAINING ACTIVITIES AT CIRE HYDERABAD<br />
10.1 Training Programmes organized till 30-11-07 :<br />
10.1.1 Central Institute for Rural Electrification (CIRE) <strong>of</strong> REC<br />
located at Hyderabad has conducted 47 programmes during<br />
the year 2007-08. It comprises <strong>of</strong> 6 open programmes, 30<br />
sponsored programmes under Distribution Upgrades &<br />
Management (DRUM), 5 in-house programmes for REC<br />
Employees, two National Workshops, two International<br />
Training programmes sponsored by <strong>Ministry</strong> <strong>of</strong> External<br />
Affairs, Government <strong>of</strong> India under Indian Technical<br />
Economic Cooperation (ITEC) and Special Commonwealth<br />
Africa Assistance Plan (SCAAP) (under progress).<br />
10.1.2 1288 Engineers / Officers from different power utilities<br />
in the Country including <strong>of</strong>ficers <strong>of</strong> REC have been trained.<br />
The programs are on various aspects <strong>of</strong> power distribution<br />
management ranging from energy audit, power pilferage,<br />
DSM to <strong>Power</strong> Sector Accounting,Innovative technologies<br />
for <strong>Power</strong> distribution, Metering and Billing etc. National<br />
Workshops were conducted on “training <strong>of</strong> non-executives<br />
<strong>of</strong> <strong>Power</strong> Distribution Sector” and “Clean Development<br />
Mechanism (CDM) opportunities for <strong>Power</strong> Sector.”<br />
10.2 Anticipated Programmes to be organized till 31-3-08<br />
10.2.1 During the remaining part <strong>of</strong> this financial year, 20<br />
programs are slated to be organized comprising 8 open<br />
programs, 10 programs under DRUM and 2 International<br />
Training programs.<br />
11. BUSINESS DEVELOPMENT<br />
11.1 Consortium Lending by REC<br />
Large debt requirement in power infrastructure projects,<br />
generally requires the promoters to approach several<br />
financial institutions for funding. In order to speed up the<br />
overall finance delivery, and ensure that large projects<br />
achieve early financial closure, REC has entered into<br />
consortium arrangement with other financial institutions<br />
during the current financial year, and signed Memorandum<br />
<strong>of</strong> Understanding (MoU) with Housing and Urban<br />
Development Corporation Limited (HUDCO), and India<br />
Infrastructure Finance Company Limited (IIFCL) which<br />
makes available single window finance for power<br />
infrastructure and related areas. REC has already taken a<br />
lead role in financing certain projects where the MoU<br />
partners are co-financers.<br />
11.2 REC co-promotes Indian Energy Exchange<br />
REC became a strategic partner in the Indian Energy<br />
Exchange Limited (IEX), the first power exchange <strong>of</strong> the<br />
country by subscribing to 5% equity. IEX was earlier<br />
approved by the Central Electricity Regulatory Commission<br />
(CERC) in pursuance to Section 66 <strong>of</strong> the Electricity<br />
Act 2003, and is promoted by a consortium led by MCX,<br />
Financial Technologies Limited (FTL), PTC and others. IEX<br />
is proposed as an independent demutualised, national level<br />
exchange for trading power mainly in the day-ahead market,<br />
weak-ahead and 3-month ahead markets.<br />
12. INFORMATION TECHNOLOGY<br />
12.1 Progress made during the current year up to 30 th<br />
November, 2007<br />
(1) Implementation <strong>of</strong> ERP based Integrated Information<br />
System: REC has initiated implementation <strong>of</strong> a full fledged<br />
ERP system for increasing the efficiency and effectiveness<br />
<strong>of</strong> the functional processes across the organization. The<br />
objective is to create a robust MIS system for all functions<br />
with seamless flow <strong>of</strong> data from various <strong>of</strong>fices <strong>of</strong> the<br />
organization to provide management support at all levels.<br />
For this purpose, the oracle e-Business suite is being<br />
implemented by M/s Tata Consultancy Services (TCS) and<br />
the Management Development Institute (MDI), Gurgaon is<br />
the consultant for the project. The work on the project has<br />
started from 19th Feb, 2007 and so far ‘AS-IS’ process<br />
study and business blue printing has been completed. At<br />
present the conference room pilot testing <strong>of</strong> the project is<br />
under progress.<br />
(2) The I.T infrastructure <strong>of</strong> the Corporation has been<br />
strengthened by consolidation <strong>of</strong> CO LAN and installation<br />
<strong>of</strong> latest computers (109) & printers. Another 31 are in the<br />
pipeline.<br />
(3) The website <strong>of</strong> the Corporation has been revamped<br />
and the new website developed in-house having more<br />
attractive and dynamic features has been launched during<br />
June 2007. Process has been initiated to involve pr<strong>of</strong>essional<br />
organization to make it more attractive and give pr<strong>of</strong>essional<br />
look and to make it more interactive and dynamic.<br />
(4) Information Technology Security Policy has been<br />
formulated and circulated to all the Deptts. and Zonal /<br />
Project <strong>of</strong>fices.<br />
(5) Steps initiated to connect all the Offices <strong>of</strong> the<br />
Corporation by implementation <strong>of</strong> Corporation Wide WAN.<br />
12.2 Anticipated Targets to be achieved during the<br />
remaining period <strong>of</strong> the year i.e. up to 31st March, 2008<br />
1) Go-live operation <strong>of</strong> the ERP project in the<br />
Corporate <strong>of</strong>fice<br />
2) Re-designing <strong>of</strong> the website by involving external<br />
pr<strong>of</strong>essional agency to make the website attractive,<br />
interactive with dynamic features.<br />
