E-GOVERNANCE / IT INITIATIVES IN<br />

MINISTRY OF POWER<br />

The National Informatics Centre, <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> is<br />

providing all round ICT support to the <strong>Ministry</strong> for persuing<br />

its goals for using E-Gov./ IT in a more integrated and<br />

intensive manner which includes implementation <strong>of</strong> various<br />

E-governance applications for G2G & G2E services for<br />

bringing in transparency and accountability in functioning<br />

<strong>of</strong> the <strong>Ministry</strong>. The applications include conceptualization,<br />

initiation, format finalization and implementation <strong>of</strong> Decision<br />

Support and Management Information Systems which help<br />

strengthening the monitoring <strong>of</strong> Projects by the <strong>Ministry</strong>,<br />

implementation <strong>of</strong> standard E-Gov. Applications developed<br />

by NIC & design, development and maintenance <strong>of</strong> web<br />

sites/web portals. The services <strong>of</strong> the NIC in the <strong>Ministry</strong><br />

also include creation <strong>of</strong> network backbone, ensuring<br />

efficient network services, requirements assessment,<br />

provision <strong>of</strong> suitable ICT solutions and thus total Informatics<br />

support through use <strong>of</strong> state-<strong>of</strong>-art ICT tools and<br />

technologies.<br />

Major Projects/ Activities during 2007-08<br />

The following are some <strong>of</strong> the key e-Governance Initiatives/<br />

Applications taken up in the ministry.<br />

Management Information Systems / Decision Support<br />

Systems :<br />

Following MIS/ DSS applications have been implemented/<br />

maintained/ enriched during this period:-<br />

• Hydropowernet Project:<br />

Web based Application implemented on NICNET server<br />

for monitoring <strong>of</strong> Hydro Projects by the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong><br />

& data sharing by Hydro utilities and CEA. The formats <strong>of</strong><br />

the application were finalised and decisions for further<br />

enrichment <strong>of</strong> the application were taken by the <strong>Ministry</strong><br />

with the assistance <strong>of</strong> Project Coordinator (NIC) and<br />

CEA. The system was given Cyber Security Audit<br />

clearance by NIC.The system has remote data updation<br />

facility and is presently being updated by Hydro Utilities<br />

and CEA. It is in the GOV.IN domain and is<br />

available at URL: http:// hydropowernet.gov.in. It<br />

contains comprehensive information related to Generation<br />

Projects, Projects under Construction, Projects under<br />

Development, Billing and Collection etc. besides CEA data<br />

about PFR <strong>of</strong> Schemes under 50, 000 MW initiatives , HE<br />

Schemes under Survey and Investigation, Appraisal status<br />

<strong>of</strong> HE schemes, All India Hydrogeneration etc. This web<br />

based application has been formally launched by the<br />

Hon’ble Minister <strong>of</strong> power on 10th August, 2007.<br />

• Thermopowernet Project<br />

Web based Application for monitoring <strong>of</strong> Thermal Projects<br />

by the <strong>Ministry</strong> and data sharing between Thermal utilities<br />

and CEA with remote data updation facility was<br />

conceptualized, data formats finalized by the <strong>Ministry</strong> with<br />

the assistance <strong>of</strong> Project Coordinator (NIC) and CEA and<br />

the system implemented on NICNET server on permanent<br />

URL: http://thermopowernet.gov.in after the Cyber<br />

Security Audit has been completed by NIC and audit<br />

clearance has been given. The system has remote data<br />

updation facility and is presently being updated by central<br />

Hydro Utilities and CEA. The State Utilities also have been<br />

asked for remote data updation.<br />

• Web-based File Tracking System (FTS)<br />

An online File/Receipt Tracking and Monitoring System<br />

developed by NIC had been implemented in the <strong>Ministry</strong> to<br />

monitor the pendency <strong>of</strong> cases, tracking <strong>of</strong> files, accounting<br />

<strong>of</strong> receipts and timely disposal <strong>of</strong> important cases. A Bar<br />

Code Module in FTS for easy and quick handling <strong>of</strong><br />

recording <strong>of</strong> files and receipts using a hand held scanner<br />

has been designed and is under development for pilot<br />

implementation for making its use possible through a<br />

normal laser printer instead <strong>of</strong> special bar code printer for<br />

economy. The File Tracking System (FTS) has been<br />

maintained and re-customized time to time as per the<br />

information provided by Admin section viz; creation <strong>of</strong> new<br />

user, deleting/merging/creation <strong>of</strong> section etc. In-house<br />

training has been provided to ministry <strong>of</strong>ficials time to time<br />

as per their convenience. Queries raised by the users have<br />

been solved.<br />

• Public Grievances Redressal and Monitoring<br />

System (PGRAMS) & Centralised PGRAMS<br />

(CPGRAMS)<br />

An Online system for handling Public Grievances earlier<br />

implemented in the <strong>Ministry</strong> has been maintained and<br />

supported. The Grievances Cell staff was given due support<br />

on the application and data entry for all the grievances<br />

available has been ensured. The system will also be<br />

implemented in the Organisations under the <strong>Ministry</strong> viz;<br />

PSU s and Autonomous bodies and the implementation<br />

has already been done in NHPC and NEEPCO and action<br />

initiated by REC, PGCIL, NPTI etc.<br />

A Centralised version CPGRAMS has been implemented<br />

during this year. CPGRAMS facilitates the system<br />

generated unique registration number upon the online<br />
