RESEARCH AND DEVELOPMENT<br />
IMPORTANT TASKS HANDLED DURING 2007-08 (UP TO<br />
NOVEMBER, 2007)<br />
1. Perspective Plan for Research & Development<br />
A Standing Committee on R&D for preparation <strong>of</strong> a<br />
Perspective Research and Development Plan for next 15<br />
years and to make recommendations from time to time for<br />
optimum utilization <strong>of</strong> infrastructure, raising <strong>of</strong> funds and<br />
ensuring that the outcome <strong>of</strong> research results in benefits<br />
to the customers and the operational efficiency <strong>of</strong> the sector<br />
was constituted by the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> under the<br />
Chairperson, CEA.<br />
Five Standing Task Forces were constituted to assist the<br />
Standing Committee<br />
Task Force on Thermal Generation including<br />
Nuclear<br />
Task Force on Hydro Generation<br />
Task Force on Transmission<br />
Task Force on Distribution<br />
Task Force on Energy Environment Interface<br />
These Task Forces were entrusted with identification <strong>of</strong> Area<br />
<strong>of</strong> Research for R&D in their respective field, and called for<br />
specific Research Projects and scrutinize and prioritize<br />
these Research projects. These Research projects were<br />
examined by the ‘Standing Committee on R&D for <strong>Power</strong><br />
Sector for approval.<br />
A SFC memo for 8 such R&D schemes was forwarded to<br />
<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> for allocation <strong>of</strong> fund. The Standing<br />
Finance Committee <strong>of</strong> <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> approved 6 <strong>of</strong><br />
these projects to be taken up for R&D. Three <strong>of</strong> these<br />
projects where the beneficiaries <strong>of</strong> the projects were<br />
contributing towards the cost <strong>of</strong> the project were approved<br />
unconditionally. Those projects have been taken up. The<br />
three projects where beneficiaries <strong>of</strong> the projects were not<br />
contributing towards the R&D effort were approved with<br />
the condition that beneficiaries should contribute 50% <strong>of</strong><br />
the project cost. One <strong>of</strong> these project where beneficiaries<br />
namely C-DAC and BHEL, agreed to contribute towards<br />
the project cost, since been taken up. The details in regard<br />
to implementation <strong>of</strong> these projects are at annexure.<br />
The Standing Committee on R&D in its 11th Meeting<br />
held on 22nd August, 2007 decided to revamp the existing<br />
Task Forces and also decided to constitute two new Task<br />
Forces, namely:<br />
Task Force on Conservation & Efficiency<br />
Task Force on Renewables<br />
All the seven Task Forces in turn would identify the area <strong>of</strong><br />
R&D in their respective fields and guide formulation <strong>of</strong><br />
projects in the identified R&D areas, which are to be taken<br />
up during 11th Plan period.<br />
2. CEA Chairs at IIT, Delhi<br />
An MOU exists between CEA and the Indian Institute <strong>of</strong><br />
Technology, Delhi for creation <strong>of</strong> two CEA Chair<br />
Pr<strong>of</strong>essorships, one in the Center for Energy Studies<br />
alternatively Department <strong>of</strong> Mechanical Engineering and<br />
the other in Electrical Engineering Department to fulfill<br />
following objectives concerning <strong>Power</strong> Sector.<br />
To take part in the academic programs <strong>of</strong> IIT, Delhi,<br />
as full time pr<strong>of</strong>essors/faculty in the Center for<br />
Energy Studies alternatively Department <strong>of</strong><br />
Mechanical Engineering and Electrical Engineering<br />
Department and coordinate HRD programs in the<br />
frontier areas <strong>of</strong> <strong>Power</strong> Management.<br />
To develop R&D programs relevant to the needs<br />
<strong>of</strong> CEA and in areas defined in the appendix to the<br />
MOU (subject to need based revision.)<br />
To initiate and develop HRD programs relevant to<br />
the needs <strong>of</strong> CEA and to coordinate courses for<br />
any batch <strong>of</strong> students from the CEA.<br />
Under the programme, a number <strong>of</strong> topics for research have<br />
been forwarded to IIT, Delhi.<br />
A total number <strong>of</strong> 8 <strong>of</strong>ficers <strong>of</strong> CEA, <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> and<br />
NPTI are pursuing M.Tech and PhD courses at IIT, Delhi<br />
under the chairs. This would accrue benefits to the <strong>Power</strong><br />
Sector in long run.<br />
As regards probable anticipated work up to March, 2008,<br />
application for Ph.D for the academic year 2007-08 has<br />
been invited and interviews has been held for admission to<br />
IITD. Till date 8 No. <strong>of</strong> <strong>of</strong>ficers have completed M. Tech<br />
from IITD.<br />
3. Preparation <strong>of</strong> Data Base<br />
The data/information regarding R&D work in power sector<br />
being carried out by various agencies/organizations in<br />
Private and Government Sectors in India was obtained and<br />
compiled in the form <strong>of</strong> a Directory and is available on CEA<br />
Website. The Directory has been updated based on the<br />
revised information obtained from the Research<br />
Organizations.<br />
