The Animal Husbandry Deptt. <strong>of</strong> HP has withdrawn the<br />
proposal <strong>of</strong> making provisions <strong>of</strong> cattle troughs for<br />
animals along Suketi Khad corridor, as the dredging<br />
activity has been restricted only to monsoon season<br />
and silt free clear water is available for drinking purpose<br />
<strong>of</strong> animals in Suketi Khad during lean season.<br />
ii) Long-term measures: The long-term measures<br />
suggested by NEERI were to reduce the silt load at<br />
Pandoh Dam and for disposal <strong>of</strong> silt from Balancing<br />
Reservoir, Sundernagar.<br />
The Central Pollution Control Board in consultation with<br />
<strong>Ministry</strong> <strong>of</strong> Environment & Forest constituted an Expert<br />
Committee in pursuance <strong>of</strong> the directions <strong>of</strong> Hon’ble<br />
HP High Court, Shimla in 2004, for preparing an action<br />
plan for management <strong>of</strong> silt and advise on other<br />
relevant issues with respect <strong>of</strong> BSL Project. The Expert<br />
Committee, after detailed studies for about a year<br />
submitted its final report in the Hon’ble HP High Court,<br />
Shimla on 10.05.2005, in which an ‘Action Plan’ has<br />
been proposed for monsoon seasons for BSL Project<br />
for next 3 to 5 years. The Hon’ble HP High Court has<br />
asked BBMB to implement the Action Plan for<br />
5 years for which monitoring will be done by the<br />
Expert Committee’.<br />
During this year BBMB has enhanced the dredging<br />
capacity by commissioning the 3rd dredger. The<br />
dredging is being done during the monsoon period as<br />
per recommendations <strong>of</strong> the Expert Committee and<br />
Bhakra Beas Management Board has implemented<br />
the Action Plan proposed as above during the monsoon<br />
season <strong>of</strong> 2007.<br />
MINIMUM FLOW IN RIVERS BEAS<br />
In respect <strong>of</strong> minimum flow from Pandoh dam, BBMB has<br />
been following Environmental Management Plan (EMP)<br />
(Dec.2000) prepared by National Environmental<br />
Engineering Research Institute (NEERI). In the EMP NEERI<br />
had recommended to maintain a minimum daily inflow in<br />
river Beas at Mandi Town to not less than 5% <strong>of</strong> minimum<br />
daily flow upstream <strong>of</strong> Pandoh Dam. It was also recommend<br />
that after accounting for all the Khads/rivers/rivulets<br />
confluencing with river Beas in the reach between Pandoh<br />
dam and Mandi and flowing under normal present condition,<br />
the shortfall, if any, may be made up by release <strong>of</strong> water<br />
from Pandoh dam. However, so far occasion has not arisen<br />
when water had to be released from Pandoh Dam<br />
downstream at the cost <strong>of</strong> power generation at DPH as the<br />
contributions from rivers/rivulets downstream the dam were<br />
adequate to meet the stipulated requirement <strong>of</strong> 5% <strong>of</strong><br />
minimum daily inflows at Mandi Town.<br />
The Himachal Pradesh Govt. vide Notification<br />
No. PC-F(2)-1/2005 dated 16.07.2005 and revised<br />
Notification No. . PC-F(2)-1/2005 dated 09.09.2005 has<br />
ordered to release the minimum flow downstream <strong>of</strong><br />
Diversion Dams throughout the year at a threshold value<br />
<strong>of</strong> not less than 15% <strong>of</strong> the minimum inflow observed in<br />
the lean season into main river body whose water is being<br />
harnessed by such projects. Accordingly BBMB has started<br />
releasing the minimum stipulated flow as desired vide above<br />
said notifications from Pandoh dam from September, 2005.<br />
CONSULTANCY SERVICES<br />
In an endeavour to synergies, the existing potential <strong>of</strong><br />
BBMB to boost the interest <strong>of</strong> its Partner States, BBMB<br />
Consultancy Services were introduced.<br />
The following works were carried out by Consultancy<br />
Services <strong>of</strong> BBMB during the year 2007-08.<br />
1) L.O.I (Letter <strong>of</strong> Intent) has been signed with World Bank<br />
for development <strong>of</strong> CDM project <strong>of</strong> BBMB through sale<br />
<strong>of</strong> Certified Emission Reductions (CERs) generated by<br />
Renovation, Modernisation, and Up-rating (R,M&U)<br />
Programme <strong>of</strong> BBMB for its Hydro <strong>Power</strong> Stations .<br />
The project PDD (Project Design Document) is in final<br />
stages <strong>of</strong> Pre-validation and Host Country approval has<br />
been applied and sought from MoE & F, Govt. <strong>of</strong> India,<br />
New Delhi.<br />
2) a) Successfully running training courses under<br />
Distributed Reforms, Upgrades & Management<br />
(DRUM) programme for engineers and technicians<br />
<strong>of</strong> <strong>Power</strong> Utilities <strong>of</strong> neighbouring States which has<br />
been sponsored by <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> to promote<br />
power sector reforms.<br />
b) Imparted ‘On-job Site’ O&M training to 60 No.s<br />
Executive Trainee Engineers <strong>of</strong> UJVNL, Dehradun<br />
at various <strong>Power</strong> Houses <strong>of</strong> BBMB.<br />
3) Provided cost effective expert services for<br />
the development <strong>of</strong> power sector infrastructure<br />
<strong>of</strong> the region.<br />
4) Provided expert services for thermo-vision scanning,<br />
hotline maintenance, checking <strong>of</strong> protection schemes<br />
and stretch testing <strong>of</strong> hydrogen gas cylinders to power<br />
utilities <strong>of</strong> Haryana, Delhi, Punjab and UT <strong>of</strong><br />
Chandigarh.<br />
Organising a Competent Workforce:<br />
The Operation and Maintenance personnel in BBMB is a<br />
highly motivated workforce who are generally satisfied with<br />
wages, benefits and lifestyle. BBMB has given thrust to the<br />
training <strong>of</strong> its personnel for continually improving their<br />
competencies and efficiency to support safe, reliable and<br />
cost effective operation. BBMB has framed and adopted a<br />
‘Training Policy’ in line with <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>’s training policy<br />
in its Board’s meeting held on 24.6.2003.<br />
Massive training programmes through Interactive<br />
Workshops/Seminars at all the Project Stations under the<br />
concerned Chief Engineers as well as in the Board<br />
Secretariat, both for workers and engineers on Technical,<br />
