APPELLATE TRIBUNAL FOR ELECTRICITY<br />
The Appellate Tribunal for Electricity (APTEL) has been setup<br />
under the provisions <strong>of</strong> the Electricity Act, 2003 (section 110)<br />
with all India jurisdiction and it started functioning on<br />
21 st July, 2005. The Tribunal is presently located at 7 th Floor,<br />
Core-4, SCOPE Complex, Lodhi Road, New Delhi.<br />
APTEL is headed by the Hon’ble Mr. Justice Anil Dev Singh<br />
as Chairperson, who is a former Chief Justice <strong>of</strong> Rajasthan<br />
High Court and has been given terms <strong>of</strong> a sitting judge <strong>of</strong><br />
the Supreme Court. Hon’ble Ms. Justice Manju Goel is the<br />
Judicial Member. There are two Technical Members,<br />
namely, Hon’ble Mr. H.L. Bajaj and Hon’ble Mr. A.A. Khan.<br />
The Tribunal has also been conferred jurisdiction under the<br />
Petroleum and Natural Gas Regulatory Board Act, 2006 to<br />
hear appeals against the orders/decisions <strong>of</strong> the Petroleum<br />
and Natural Gas Regulatory Board set up under the Act. A<br />
new Technical Member (PNG), Hon’ble Mr. Mahesh B. Lal<br />
has assumed <strong>of</strong>fice on 30th July 2007.<br />
CHAPTER - 21<br />
APTEL hears and disposes <strong>of</strong> appeals filed against the<br />
orders <strong>of</strong> the Central Electricity Regulatory Commission,<br />
State Electricity Regulatory Commissions, Joint<br />
Commissions and Adjudicating Officers. Subsequent to the<br />
setting up <strong>of</strong> APTEL, the appeals pending in the High Courts<br />
<strong>of</strong> all States except the State <strong>of</strong> Jammu & Kashmir on the<br />
subject were also transferred to this Tribunal.<br />
Proceedings are conducted in two Benches, each consisting<br />
<strong>of</strong> one Judicial Member and a Technical Member.<br />
As on 31 st December 2007, <strong>of</strong> 1165 appeals/petitions/matters<br />
etc. that have been filed to date, 947 have already been<br />
disposed <strong>of</strong>.<br />
Thus within a short span <strong>of</strong> its operation, APTEL has become<br />
fully operational and has been successful in disposing <strong>of</strong> a<br />
large number <strong>of</strong> matters, thus expediting justice. The<br />
website <strong>of</strong> the Tribunal (www.aptel.gov.in) is providing easy<br />
access to the daily causelists and judgments/orders.<br />
