RURAL ELECTRIFICATION PROGRAMME<br />

With a view to provide access to electricity to all rural<br />

households, Government <strong>of</strong> India has launched a new<br />

scheme under “Rajiv Gandhi Grameen Vidyutikaran<br />

Yojana”. The task <strong>of</strong> implementing the scheme and to<br />

augment resource capacities for implementation, Union<br />

<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> has involved CPSUs like NTPC, NHPC,<br />

PGCIL & DVC for making available their expertise and<br />

capabilities to the States willing to use the same.<br />

DVC has been assigned the project <strong>of</strong> rural electrification<br />

in Purba Medinipore district <strong>of</strong> West Bengal and eight<br />

districts in Jharkhand, namely, Dhanbad, Bokaro, Koderma,<br />

Giridih, Hazaribagh, Gumla, Simdeaga, and Chatra as<br />

deposit work on behalf <strong>of</strong> respective SEBs. All funds in the<br />

form <strong>of</strong> subsidy and loan assistance provided by the<br />

Government for the programme would be canalised through<br />

REC. Besides this, REC will act as nodal agency for<br />

complete supervision <strong>of</strong> the programme from concept to<br />

completion. The role <strong>of</strong> DVC is in project formulation,<br />

planning, design and engineering, procurement <strong>of</strong> goods<br />

and implementation/commissioning <strong>of</strong> the project.<br />

Project at a glance in West Bengal<br />

DVC has been executing Rural Electrification Project under<br />

AREP (Accelerated Rural Electrification Programme)<br />

Scheme in the district <strong>of</strong> Purba Medinipore <strong>of</strong> West Bengal<br />

covering 807 Nos. un-electrified mouzas as per the project<br />

sanctioned by REC.<br />

The scheme has subsequently been merged with the newly<br />

formulated RGGVY Scheme and as such DVC has to<br />

undertake intensification work in already covered and<br />

sanctioned 807 Nos. mouzas for providing 100% access<br />

<strong>of</strong> electricity to all the households as per scheme stipulation<br />

for which DPR has been submitted. Further, similar<br />

intensification work has also to be undertaken for the<br />

balance 2160 Nos. partially electrified mouzas to cover the<br />

entire district. DPR for such intensification work has also<br />

been submitted to WBSEB.<br />

Project at a glance in Jharkhand<br />

The Jharkhand State Electricity Board (JSEB) on behalf <strong>of</strong><br />

Government <strong>of</strong> Jharkhand has entrusted similar assignment<br />

to DVC for rural electrification project in the State <strong>of</strong><br />

Jharkhand with the concurrence <strong>of</strong> REC. The project in<br />

Jharkhand will cover 8547 villages in 8 districts, namely,<br />

Dhanbad, Bokaro, Koderma, Giridih, Hazaribagh, Gumla,<br />

Simdega, and Chatra spread over 76 No. blocks under<br />

RGGVY Scheme.<br />

Work status as on 30-11-2007:<br />

Work Order for 5 districts viz. Dhanbad, Koderma, Bokaro,<br />

Gumla, and Simdega have been awarded on receipt <strong>of</strong><br />

formal sanctions from REC on the basis <strong>of</strong> DPR estimated<br />

rate and scope. However, sanction is yet to be received as<br />

per L-1 <strong>of</strong>fered price for which request has already been<br />

made to REC through JSEB and GOJ.<br />

As regards balance three districts viz. Giridih, Hazaribagh<br />

& Chatra, price bids have been opened after techno<br />

commercial evaluation and the respective L-1 bidders were<br />

found to quote 25.57%, 8.72% and 19.95% above the<br />

approved costs respectively. Since the cost involvements<br />

are more than the approved costs, REC has been<br />

approached for according sanctions on the basis <strong>of</strong> L-1<br />

<strong>of</strong>fered prices. The respective LOAs will be issued on<br />

receipt <strong>of</strong> such sanctions,<br />

Progress:<br />

A total <strong>of</strong> 10064 No. poles (Bokaro – 3175, Dhanbad –<br />

3499, Koderma – 3390) in the State <strong>of</strong> Jharkhand have<br />

been pitched. Out <strong>of</strong> a total <strong>of</strong> 1872 villages, work in 279<br />

villages <strong>of</strong> Dhanbad, Koderma and Bokaro districts are in<br />

progress and a total <strong>of</strong> 50(fifty) villages (Dhanbad – 43,<br />

Koderma – 4, Bokaro – 3) have been electrified till date.<br />

Civil works in 8 Nos. PSS have been taken up in the above<br />

three districts. Work in the rest <strong>of</strong> the villages is in progress.<br />

The reason for delay in work is attributable to late release<br />

<strong>of</strong> fund from REC, late revision <strong>of</strong> DPR scope and cost,<br />

non-issuance <strong>of</strong> road permit from JSEB and non-receipt <strong>of</strong><br />

forest clearance.<br />

Site mobilization and village survey in Gumla and Simdega<br />

districts are also in progress.
