being a short term activity, to avoid permanent liability <strong>of</strong><br />
additional manpower, POWERGRID has decided to deploy<br />
existing manpower & recruited retired experienced<br />
personnel from SEBs.<br />
22.7 ENCOURAGING GRID DISCIPLINE<br />
POWERGRID, in its efforts to ensure delivery <strong>of</strong> quality<br />
power and to maintain grid discipline, implemented<br />
“Availability Based Tariff (ABT)” in all the five regions. This<br />
has stabilized the frequency to the prescribed band as per<br />
IEGC i.e. 49.0 Hz to 50.5 Hz for large percentage <strong>of</strong> time in<br />
all the five regions.<br />
ABT has also encouraged inter-State and inter regional<br />
bilateral trading resulting in meeting higher demand from<br />
the existing sources. Merit order operation <strong>of</strong> generating<br />
units is gaining importance and many States are utilizing<br />
this facility to utilize the system commercially. There is overall<br />
improvement in Grid stability and partial blackouts have been<br />
drastically reduced, while it has been possible to save the<br />
grid from total blackouts.<br />
POWERGRID has envisaged establishment <strong>of</strong> an integrated<br />
National Grid in the country by the year 2012 with an interregional<br />
power transfer capacity <strong>of</strong> over 37,000 MW details<br />
at Annexure-I. A perspective transmission plan has been<br />
evolved for strengthening the regional grids with ultimate<br />
objective <strong>of</strong> establishment <strong>of</strong> strong & vibrant National Grid<br />
to support the generation capacity addition program <strong>of</strong> about<br />
78,000 MW during XI Plan.<br />
With the development <strong>of</strong> vital inter-regional transmission<br />
links, surplus power <strong>of</strong> Eastern Region is being gainfully<br />
utilized by the power deficit regions. POWERGRID was able<br />
to facilitate transfer <strong>of</strong> 38,000 MU <strong>of</strong> energy across the<br />
regions during the year 2006-07, an increase <strong>of</strong> about<br />
10% compared to previous year (i.e. 34,800 MU during<br />
2005-06), which is likely to be exceeded in current financial<br />
year. In FY 2007-08, till Nov,’07 POWERGRID was able to<br />
facilitate transfer <strong>of</strong> 28,500 MU <strong>of</strong> energy across the regions.<br />
Efforts made by POWERGRID in modernizing the Regional<br />
Load Despatch Centers (RLDCs), implementation <strong>of</strong><br />
Availability Based Tariff (ABT), power transfer through interregional<br />
links and effective Operation & Maintenance<br />
measures using State-<strong>of</strong>-the-Art technologies have led to<br />
overall improvement in power supply position in all parts <strong>of</strong><br />
the country. It is demonstrated by the fact that there has<br />
been no major grid disturbance during in any part <strong>of</strong><br />
the country in the last 5 years. The trippings per line were<br />
lowest ever & the system availability in FY 2006-07 was as<br />
high as 99.20%.<br />
22.8 LEVERAGING HUMAN CAPITAL TO ACHIEVE<br />
EXCELLENCE<br />
POWERGRID believes that its human resource consisting<br />
<strong>of</strong> about 7643 employees (as on Nov.’07) is the most<br />
important asset and accordingly, its policies are focused on<br />
development <strong>of</strong> human potential through skill upgradation,<br />
career enhancement and job rotation to achieve<br />
organizational objectives. An effective work culture has been<br />
established in the organization through empowerment,<br />
transparency, decentralization and innovative practice <strong>of</strong><br />
participative management through ‘Open House’ interaction.<br />
POWERGRID’s growing productivity through an average<br />
annual growth <strong>of</strong> about 48% in the asset base <strong>of</strong> the<br />
company is witnessed with a manpower growth <strong>of</strong> only about<br />
1.3% per annum.<br />
Human Resource Development (HRD) is considered as a<br />
strategic function in POWERGRID. During the year, the<br />
company has designed and executed business aligned<br />
management development, technical training and<br />
competency enhancement programmes on its own and also<br />
in collaboration with reputed management development<br />
institutes such as IIMs, XLRI, ASCI, MDI and technical<br />
training institutes that include IITs, NPTI, and Hotline Training<br />
Centre.<br />
To motivate the employees further, a committee <strong>of</strong> eminent<br />
experts is envisaged to be set up to examine the grievances<br />
<strong>of</strong> the employees and to suggest remedial measures.<br />
Besides, common dining facilities in its new and modern<br />
<strong>of</strong>fice building at Gurgaon have been set up, which has had<br />
a positive impact on the work ethos and team spirit <strong>of</strong> the<br />
employees.<br />
Further, to ensure a quality living for the employees, group<br />
housing society was set up and a residential POWERGRID<br />
township in Sector-43 and Sector 46 at Gurgaon has already<br />
been completed and occupied. To further add value to the<br />
quality <strong>of</strong> life, a full fledged Higher Secondary School, well<br />
equipped Medical/ Health centre and a Recreation centre<br />
with all the facilities including gymnasium/ swimming pool<br />
etc. have been established in the township.<br />
CITIZEN’S CHARTER<br />
POWERGRID formulated its Citizen’s Charter providing a<br />
visible front <strong>of</strong> its objectives, mission, commitments, terms<br />
<strong>of</strong> service and its obligation to the stakeholders. This is also<br />
intended to provide all information on schemes, plans and<br />
practices to users outside the organisation as well as<br />
information about accessing the services.<br />
SOCIAL JUSTICE<br />
The Corporation has faithfully implemented the Govt.<br />
directives to take care <strong>of</strong> the interests <strong>of</strong> Scheduled Castes,<br />
Scheduled Tribes and Other Backward Classes. For<br />
monitoring the same, POWERGRID has nominated Liaison<br />
Officers in the Corporate Centre and Regional<br />
Establishments. Appropriate funds have been earmarked<br />
for the welfare <strong>of</strong> the SC/ST community and a number <strong>of</strong><br />
welfare schemes have been implemented in the SC/ST<br />
populated villages near its establishments.<br />
