Prevention being better than cure the Corporation continued<br />
to accord a major thrust on preventive vigilance,<br />
streamlining and strengthening systems and procedures<br />
in addition to transparency in policy matters and<br />
management functions. The message <strong>of</strong> making the<br />
<strong>of</strong>ficials aware <strong>of</strong> the measures towards increasing<br />
efficiency and transparency in Customers Oriented<br />
Programmes was reiterated also during the Vigilance<br />
Awareness Week programmes organized from 12.11.07<br />
to 16.11.07 at Corporate Offices as well as at all the Project<br />
Offices <strong>of</strong> the Corporation. A special issue <strong>of</strong> REC’s<br />
Newsletter ‘Darpan’ on vigilance activities titled ‘Sajag’ was<br />
also released containing articles/ poems etc. <strong>of</strong> <strong>of</strong>ficials <strong>of</strong><br />
the Corporation.<br />
As per instructions <strong>of</strong> CVC regarding increasing efficiency<br />
and transparency, a threshold value <strong>of</strong> RS. 15 lakhs has<br />
been fixed for reporting details <strong>of</strong> tenders on Website. All<br />
the enquiries for tenders are invariably placed in the<br />
Website. A system <strong>of</strong> lodging online complaint has been<br />
introduced for speedy redressal <strong>of</strong> grievances. Vigilance<br />
Division initiated measures to streamline and strengthen<br />
<strong>of</strong>fice systems and procedures. Sensitive areas <strong>of</strong><br />
functioning in the Corporation have also been identified to<br />
revise the list <strong>of</strong> sensitive posts. As a surveillance measure,<br />
inspections were carried out by the Officers <strong>of</strong> Vigilance<br />
Division in various Project Offices.<br />
Agreed List in respect <strong>of</strong> all the 18 Project Offices/Training<br />
Institute <strong>of</strong> REC were finalized in addition to its Corporate<br />
Office at Delhi after close interaction with local branches <strong>of</strong><br />
CBI. List <strong>of</strong> Offices <strong>of</strong> Doubtful Integrity was prepared.<br />
VIGILANCE ACTIVITIES - BBMB<br />
The Vigilance Organisation in Bhakra Beas Management<br />
Board comprises a Chief Vigilance Officer (CVO) <strong>of</strong> the<br />
rank <strong>of</strong> Dy.Chief Engineer who is helped by six Vigilance<br />
Officers (VOs) <strong>of</strong> the rank <strong>of</strong> Superintending Engineer at<br />
various Project Stations <strong>of</strong> Bhakra Beas Management<br />
Board, viz Bhakra Dam, Nangal (Two VOs), Beas Dam,<br />
Talwara (One VO), Beas Satluj Link Project, Sundernagar<br />
(One VO), Chandigarh (Two VOs). Any complaint(s)<br />
received is got investigated through the VO and appropriate<br />
action is taken.<br />
The Vigilance Organisation in BBMB is doing earnest efforts<br />
to inculcate in all the employees <strong>of</strong> BBMB the following as<br />
a measure <strong>of</strong> preventive vigilance:-<br />
I) To check and control the very tendency on one’s<br />
part to delay the matters.<br />
II) To record speaking orders in clear terms on the<br />
files giving merits <strong>of</strong> the orders.<br />
III) To avoid decisions being influenced by those who<br />
might have an axe to grind.<br />
IV) To be always receptive to any suggestion by a<br />
colleague, superior or a subordinate which may<br />
result in savings to the exchequer.<br />
V) To be firm in conviction that integrity is<br />
to be safeguarded and any price paid in this<br />
regard is insignificant.<br />
VI) To keep a watchful eye on all breeding places <strong>of</strong><br />
corruption.<br />
VII) To expose without fear those involved in acts <strong>of</strong><br />
self gratification.<br />
VIII) To take pride in humble living and acts <strong>of</strong> honesty.<br />
IX) To follow the rules, procedures, instructions,<br />
manuals, etc. meticulously.<br />
X) To avoid drawing illogical and dubious inferences<br />
so as to derive undue benefits, whenever an<br />
ambiguity in rules is encountered.<br />
XI) To expedite the inquiries, their follow up action<br />
to get decision from parent States/State Electricity<br />
Boards.<br />
XII) Implementation <strong>of</strong> disciplinary actions wit<br />
out any delay wherever BBMB itself can<br />
take the same<br />
Besides above, Vigilance Awareness Week – 2007 was<br />
celebrated w.e.f 12.11.07 to 16.11.07 in BBMB Offices at<br />
Chandigarh as well as at Project Stations. An interactive<br />
session on vigilance awareness was also conducted on<br />
13.11.07 at Chandigarh.<br />
VIGILANCE ACTIVITIES - CPRI<br />
Chief Vigilance Officer had received two complaints from the<br />
employees on some apparent vigilance matters. The cases<br />
were investigated and disposed <strong>of</strong> after discussion with the<br />
Head <strong>of</strong> the Organization. Reports and returns on vigilance<br />
activities were submitted in time to the Central Vigilance<br />
Commission (CVC) and also to the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>.<br />
VIGILANCE ACTIVITIES - NEEPCO<br />
As per directives and guidelines received from the Central<br />
Vigilance Commission, Action Plan on Anti-Corruption and<br />
Vigilance measures has been taken up. Complaints<br />
received from various sources are regularly attended to<br />
and where prima-facie evidences are found, investigations<br />
have been carried out. Emphasis is given to the aspect <strong>of</strong><br />
preventive vigilance to streamline the rules and procedures<br />
and making all efforts to plug the loopholes detected during<br />
investigation <strong>of</strong> various cases.<br />
VIGILANCE RELATED ACTIVITIES UNDERTAKEN IN<br />
SJVNL<br />
Various routine vigilance administrative matters / regular<br />
vigilance activities, are being continued in SJVNL like<br />
maintaining up-to date vigilance status <strong>of</strong> the <strong>of</strong>ficials <strong>of</strong><br />
SJVNL, granting vigilance clearance to SJVNL Officials for<br />
various requirements, identification <strong>of</strong> Sensitive Posts,
