5-6. Tawang-I & II (1500 MW), Arunachal Pradesh:<br />
Revised MOA between NHPC and Govt. <strong>of</strong> Arunachal<br />
Pradesh has been signed on 24.6.07 for executing the<br />
project on ownership basis by NHPC. This MOA<br />
supercedes the earlier MOA signed on 21.9.06. MOEF has<br />
accorded clearance for pre-construction activities and<br />
approval <strong>of</strong> terms <strong>of</strong> reference for undertaking the EIA<br />
studies for Tawang-I&II. NHPC submitted the PFRs <strong>of</strong> both<br />
the projects to CEA for establishing the commercial viability.<br />
EIA & EMP studies have been awarded on 19.6.07. S&I<br />
are under progress for preparation <strong>of</strong> DPR<br />
7-8. Subansiri Middle (1600 MW) and Upper (2000<br />
MW), Arunachal Pradesh:<br />
CEA had advised NHPC to prepare DPR and take up<br />
essential infrastructure works. Proposal for Site Clearance<br />
Stage-II was submitted to MOEF on 26.09.02. MOEF vide<br />
letter dt 19.6.03 rejected the site clearance on the basis <strong>of</strong><br />
recommendation <strong>of</strong> IBWL in case <strong>of</strong> Lower Subansiri<br />
Project that “there will be no construction <strong>of</strong> dam upstream<br />
<strong>of</strong> Subansiri river in future”. While disposing appeal filed<br />
against Subansiri Lower Project, Supreme Court vide its<br />
order dated 19.4.04 has directed that permission for<br />
Subansiri Lower Project may be given subject to fulfillment<br />
R&D ACTIVITIES<br />
<strong>of</strong> condition imposed by Standing Committee <strong>of</strong> IBWL. State<br />
Govt. had filed a review petition in Hon’ble Supreme Court<br />
<strong>of</strong> India for review <strong>of</strong> its order dated 19.4.04. After hearing,<br />
Hon’ble Supreme Court directed that the matter is referred<br />
to the Standing Committee <strong>of</strong> the National Board <strong>of</strong> Wildlife<br />
to consider waiving or modifying these conditions as sought<br />
by the applicant. MOEF vide letter dated 4.10.07 has<br />
informed that a Committee has been constituted to carry<br />
out site inspection before taking a final decision on the<br />
issues raised. The inspection is likely to conducted in<br />
Dec.07. S&I work for preparation <strong>of</strong> DPR has been<br />
suspended due to non-availability <strong>of</strong> site clearance stage-II<br />
by MOEF.<br />
COMMERCIAL PERFORMANCE OF THE CORPORATION<br />
During the financial year 2007-08 (up to November, 2007),<br />
96.59% realization has been achieved (Rs. 1835.67 Crore<br />
realized against the bills raised amounting to Rs. 1900.40<br />
Cr. during the FY 2007-08). The current outstanding dues<br />
as on 30 th November 2007 are Rs. 75.07 Cr. which is<br />
equivalent to 0.41 months <strong>of</strong> average billing. Also, there is<br />
no default by State Governments / beneficiaries in payment<br />
<strong>of</strong> interest on bonds and long term advances and during<br />
FY 2007-08 an amount <strong>of</strong> interest <strong>of</strong> Rs. 221.92 Crore has<br />
been earned up to October, 2007.<br />
The following activities have been taken up during the year 2007-08 and their progress up to 30th November 2007 is<br />

CPRI, Bangalore and the draft reports<br />
for both the power stations have been<br />
received for comments/consideration.<br />
MNES has requested NHPC to explore<br />
the possibilities for implementing Tidal<br />
<strong>Power</strong> Project in West Bengal. In this<br />
regard an MOU has been signed<br />
between NHPC and WBREDA for the<br />
implementation <strong>of</strong> Durgaduani Mini Tidal<br />
<strong>Power</strong> Project, Sunderbans. In<br />
compliance with the provision <strong>of</strong> MOU,<br />
NHPC has revised the DPR in<br />
association with foreign consultant and<br />
the same was submitted to WBREDA<br />
on 5.11.07.<br />
To promote environmental friendly use<br />
<strong>of</strong> solar energy solar heating and solar<br />
lighting equipment, are being considered<br />
Final report on Energy Audit <strong>of</strong><br />
Rangit and Chamera-I power<br />
stations be expected in the<br />
month <strong>of</strong> January 2008.<br />
Target for the year 2007-08 has<br />
been achieved. Further action to<br />
be taken only after receiving go<br />
ahead for project<br />
implementation from WBREDA<br />
lmplementing the use <strong>of</strong> solar<br />
energy at Residential Colony is<br />
being under under active<br />
consideration.<br />
