approved by MOEF. Being submitted for registration to<br />
CDM Executive Board.<br />
(b) The coverage <strong>of</strong> entire country, based on DISCOM<br />
areas, is expected to be completed by 2009-10.<br />
(c) 6 major CFL manufacturers and 3 suppliers have<br />
agreed to participate- more are expected to follow.<br />
(d) PoA to be submitted for DNA approval in November<br />
and to CDM Executive Board by January after validation<br />
and stakeholder consultation.<br />
(e) States <strong>of</strong> Assam, Punjab, Andhra Pradesh, Haryana,<br />
Maharashtra, Chattisgarh and Karnataka have<br />
commenced project preparation. Other states are in<br />
the process.<br />
(f) Estimated replacement <strong>of</strong> about 400 million<br />
incandescent light bulbs in household sector.<br />
(g) Market transformation in favour <strong>of</strong> energy efficient CFLs<br />
in the household sector by high sale volumes and lower<br />
retail price.<br />
2. Standards & Labeling Scheme<br />
The Standards and Labeling programme is a key thrust<br />
area <strong>of</strong> Bureau <strong>of</strong> Energy Efficiency. Central Government,<br />
under the Energy Conservation Act, 2001 has powers to:<br />
Direct display <strong>of</strong> labels on specified appliances or<br />
equipment (14.d)<br />
Enforce minimum efficiency standards by prohibiting<br />
manufacture, sale, and import <strong>of</strong> products not meeting<br />
the minimum standards (14.c)<br />
The objectives <strong>of</strong> this program is to provide the consumer<br />
an informed choice about the energy saving, and thereby<br />
the cost saving potential <strong>of</strong> the marketed household and<br />
other equipment. This is expected to impact the energy<br />
savings in the medium and long run while at the same time<br />
it will position domestic industry to compete in such markets<br />
where norms for energy efficiency are mandatory. The<br />
scheme was launched by the Hon’ble Minister <strong>of</strong> <strong>Power</strong> in<br />
May, 2006 and is currently in vogue for four equipments/<br />
appliances (ACs, Tubelights, Refrigerators (Frost-free),<br />
Distribution Transformers) on voluntary basis. 70% (AC),<br />
90% (Tube Light), 70% (Refrigerator) industry already<br />
joined the scheme on a voluntary basis. Scheme with an<br />
expenditure <strong>of</strong> Rs. 47.75 crores during the XI plan has been<br />
approved. The scheme targets an avoided capacity <strong>of</strong> 3000<br />
MW during the XI plan.<br />
Deliverables: The deliverables from the project are<br />
expected to be:<br />
a) Notification for mandatory labeling<br />
b) Launch <strong>of</strong> awareness campaign- has commenced to<br />
enhance consumer awareness based on media plan<br />
approved by EFC.<br />
c) Rating plan for motors, ceiling fans<br />
d) Initiation <strong>of</strong> S&L programme for LPG burners in<br />
association with PCRA<br />
