Hon’ble M.P. and the Secretary, Rajbhasha Vibhag, <strong>Ministry</strong><br />

<strong>of</strong> Home Affairs.<br />

Two Hindi Books namely “Glossary <strong>of</strong> Technical & Financial<br />

Terminology” and REC (Conduct, Discipline & Appeal) Rules<br />

were formally released by the Chief Guests. Ninety Five %<br />

amount <strong>of</strong> Library budget spent on purchase <strong>of</strong> Hindi books.<br />

Monthly “e-Darpan magazine” is published by us for internal<br />

circulation with a devoted Hindi Section.<br />

The Corporation is making all out efforts to implement<br />

effectively the Official Language Policy <strong>of</strong> the Government<br />

<strong>of</strong> India at its Corporate Office as well as Projects and other<br />

<strong>of</strong>fices. Efforts were made to issue papers referred to in<br />

Section 3 (3) <strong>of</strong> the Official Language Act in bilingual. A<br />

centre <strong>of</strong> the Hindi Teaching Scheme is functioning, at<br />

Corporate <strong>of</strong>fice, Shillong conducting regular classes <strong>of</strong><br />

Prabodh, Praveen and Pragya courses. During the year 90<br />

employees were nominated for Hindi Language Training<br />

under regular course and 114 employees were nominated<br />

for Correspondence course. Apart from this 04 employees<br />

participated in the Hindi computer training organized by the<br />

NIC, Guwahati. Under the incentive scheme 62 employees<br />

were awarded cash award and 15 employees were awarded<br />

personal pay as per eligibility. To acquaint the employees<br />

with provisions <strong>of</strong> Official Language Rules and to facilitate<br />

the employees for doing their <strong>of</strong>ficial work in Hindi, 05 nos.<br />

<strong>of</strong> Hindi workshops were organized at different <strong>of</strong>fices and<br />

100 <strong>of</strong>ficers/staff participated in these workshops. Training<br />

materials were provided to the employees during the<br />

Workshop. Offices were also inspected by the Corporate<br />

Office to assess the progress made in the use <strong>of</strong> Hindi and<br />

necessary guidelines were provided for proper<br />

implementation <strong>of</strong> the Official Language Policy <strong>of</strong> the Govt.<br />

<strong>of</strong> India. An inspection committee was constituted for<br />

assessing the progress made in the use <strong>of</strong> Hindi at<br />

Corporate Office. NEEPCO website is also available in Hindi.<br />

In the House Journal - ‘NEEPCO NEWS’ valuable<br />

information relating to use <strong>of</strong> Hindi were provided for the<br />

guidance <strong>of</strong> the employees. Key words in Hindi with English<br />

equivalent were displayed everyday on the black board<br />

under the programme “Today's Word” in order to enrich<br />

the Hindi vocabulary <strong>of</strong> the employees.<br />

Rajbhasha (Hindi) Pakhwara was observed and "Hindi<br />

Divas" was celebrated at the Corporate <strong>of</strong>fice as well as in<br />

the projects and other <strong>of</strong>fices <strong>of</strong> the Corporation during the<br />

year to create awareness and to encourage the employees<br />

for doing their <strong>of</strong>ficial works if in Hindi. Various competitions<br />

were conducted in Hindi and attractive prizes were awarded<br />

to the participants. A Hindi patrika “NEEPCO JYOTI” was<br />

published on the occasion. An exhibition was also organized<br />

where the achievements made in the use <strong>of</strong> Official<br />

Language Hindi in the Corporation were displayed.<br />

The Akhil Bharatiya Rajbhasha Sammelan was organized<br />

by the Corporation under the guidance <strong>of</strong> <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>,<br />

Govt. <strong>of</strong> India at Guwahati (Assam) on 03.04.2007. The<br />

Corporation was awarded Rajbhasha Shield (2 nd Prize)<br />

by Town Official Language Implementation Committee<br />

(TOLIC), Shillong and Rastriya Rajbhasha Shield by<br />

Rastriya Hindi Academy, Rupambara.<br />

Rajbhasha (Hindi) Pustakalaya has been functioning at<br />

Corporate <strong>of</strong>fice, Shillong which was further enriched with<br />

valuable books. Dictionaries, Glossaries and other reference<br />

books are also available for the use <strong>of</strong> the employees. Hindi<br />

News Papers and periodicals are available in the<br />

Pustakalaya. New books worth Rs. 14,200/- (Rupees<br />

fourteen thousand two hundred) only were purchased during<br />

the year to enrich the pustakalaya. In Subordinate Offices<br />

also reference books in Hindi were made available for the<br />

use <strong>of</strong> the employees. Since installation <strong>of</strong> Hindi S<strong>of</strong>tware<br />

in Corporate <strong>of</strong>fice as well as other <strong>of</strong>fices, a remarkable<br />

progress has been made in the use <strong>of</strong> Hindi in <strong>of</strong>ficial works.<br />

In order to ensure the implementation <strong>of</strong> the Official<br />

Language Policy <strong>of</strong> the Govt. <strong>of</strong> India, all possible efforts<br />

have been made by the company to achieve the targets as<br />

specified by the Department <strong>of</strong> Official Language. Company<br />

has received many awards in recognition for these efforts.<br />

In-house training arrangement have been made to impart<br />

training <strong>of</strong> Hindi typing to concerned employees, under which<br />

four steno-typist/stenographers have been trained in Hindi<br />

typing during this period.<br />

Under section 3.3(i) <strong>of</strong> Official Language Act cent percent<br />

documents were issued bilingually. All the letters received<br />

in Hindi were replied in Hindi.<br />

To encourage executives and non-executives to do their<br />

entire work in Hindi a number <strong>of</strong> incentive scheme are under<br />

implementation namely 1) Payment <strong>of</strong> One increment every<br />

month for doing whole <strong>of</strong>fice work in Hindi, 2) Cash Incentive<br />

to senior <strong>of</strong>ficers on bi-annual basis for outstanding work<br />

done in Hindi, 3) Hindi-English and English-Hindi Shabda<br />

Gyan Pratiyogita on quarterly basis, 4) Honorarium for writing<br />

technical papers in Hindi, 5) Cash prize on passing Hindi<br />

typing examination, 6) Cash prize for giving dictation in Hindi<br />

by Officers, 7) Cash prize for best write up published in inhouse<br />

Hindi journal"Himshakti " and 8) Cash prize for issuing<br />

90% or more cheques in Hindi. Under these schemes 211<br />

executives and non-executives have received prizes<br />

amounting to Rs.1, 84,587/- approximately.<br />

Books amounting to Rs.37,880/- were purchased<br />

during the year out <strong>of</strong> which books purchased valued<br />

Rs.29,820/- were in Hindi. While constitutes about 78.2%<br />

<strong>of</strong> the budget for books. To impart training to the executives<br />

and non-executive to do their day-to-day work in Hindi by<br />

organising Hindi workshops/seminars is a continuous<br />
