IMPLEMENTATION OF OFFICIAL LANGUAGE POLICY <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>, its Attached and Subordinate Offices and Public Sector Enterprises, Autonomous Bodies, Boards, Societies and Institutions under administrative control <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> continued their efforts for ensuring effective implementation <strong>of</strong> Official Language Policy <strong>of</strong> the Government and in day to day activities <strong>of</strong> the <strong>Ministry</strong> promoted the progressive use <strong>of</strong> Hindi. Orders were issued on 17 th October, 2007 to ensure the full compliance <strong>of</strong> Section 3 (3) <strong>of</strong> the Official Language Act and Rule 5 <strong>of</strong> Official Language Rules 1976 in the <strong>Ministry</strong> and <strong>of</strong>fices under the Administrative Control <strong>of</strong> the <strong>Ministry</strong>. In addition to this, detailed directions were issued on 24 th August, 2007 for ensuring the compliance <strong>of</strong> statutory requirements <strong>of</strong> the rules <strong>of</strong> Official Language Rules 1976. A meeting was held on 18 th September, 2007 in the <strong>Power</strong> Grid Office in coordination with <strong>Power</strong>grid Corporation <strong>of</strong> India Ltd. for preparing a glossary in pursuance <strong>of</strong> decision taken for preparing a consolidated <strong>Power</strong> glossary in the meeting <strong>of</strong> Hindi Advisory Committee held on 22 th July, 2006 under the chairmanship <strong>of</strong> Hon'ble Minister <strong>of</strong> <strong>Power</strong>. In this meeting, the representatives from <strong>of</strong>fices under the administrative control <strong>of</strong> the <strong>Ministry</strong> and public sector enterprises, autonomous bodies, societies, institutions and boards etc. participated. The nature <strong>of</strong> glossary, process <strong>of</strong> preparation and the guiding principles for selecting the words were fixed in this meeting after detailed discussion. The work <strong>of</strong> consolidation <strong>of</strong> words for the glossary was entrusted to NHPC <strong>of</strong>fice. Words selected by the <strong>Ministry</strong> and <strong>of</strong>fices under the administrative control <strong>of</strong> the <strong>Ministry</strong>, were compiled/consolidated by the NHPC <strong>of</strong>fice and after that meetings were held on 24 and 25 Oct. 2007 in NTPC <strong>of</strong>fice, Lodhi Road, New Delhi, on 19 -20 Dec. 2007 in BBMB <strong>of</strong>fice, Chandigarh, on 10-11 th January, 2008 in PFC <strong>of</strong>fice, New Delhi and dated 11-12 February, 2008 in the <strong>of</strong>fice <strong>of</strong> Neepco, New Delhi for the scrutiny <strong>of</strong> words in the context <strong>of</strong> use in the power Sector. In this way, the work <strong>of</strong> the first phase <strong>of</strong> preparing the glossary was completed. A Scheme has been running for awarding a Vidyut Rajbhasha Shield for promoting the progressive use <strong>of</strong> Hindi through the positive competition among the Attached Offices under the administrative control <strong>of</strong> the <strong>Ministry</strong> and Public Sector Enterprises, Autonomous Bodies, Societies, Institutions and Boards, under which shield are awarded to <strong>of</strong>ficers working in ‘A’, ‘B’ and ‘C’ regions. To encourage book writing originally in Hindi on the subjects related to <strong>Power</strong> sector, 'Kendriya Pustak Lekhan Puraskar CHAPTER - 14 Yojana' is being operationalised. Under this scheme cash awards <strong>of</strong> Rs. 50,000/- first prize, Rs. 30,000/- second prize and Rs. 20,000/- third prize are given to writers <strong>of</strong> original books. In compliance with the Official Language Policy, Hindi fortnight was celebrated from 14 th September, 2007 to 28 th September, 2007. During this period various competitions including Hindi essay writing, Noting, Drafting and Technical glossary, Hindi poetry, Hindi debate and Hindi typing competition were organized for the <strong>of</strong>ficers and staff <strong>of</strong> the <strong>Ministry</strong>. Officers and staff <strong>of</strong> the <strong>Ministry</strong> participated in these competitions vigorously. Successful competitors were given Certificates and cash awards <strong>of</strong> Rs. 2000/- first prize, Rs. 1800/- second prize, Rs. 1500/third prize and Rs. 800/- consolation prize. A Comprehensive Inspection Programme was prepared to review the progressive use <strong>of</strong> Hindi in the Attached and Subordinate Offices, Boards, Organizations and Public Sector Enterprises under the administrative control <strong>of</strong> the <strong>Ministry</strong> and 40 <strong>of</strong>fices were inspected and necessary instructions were issued to remove the shortcomings found during the inspection. Proper directions were given regarding inspections to be done by the Committee <strong>of</strong> Parliament on Official Language to the Attached and Subordinate Offices, Public Sector Enterprises under the administrative control <strong>of</strong> the <strong>Ministry</strong>. Meetings <strong>of</strong> the Official Language Implementation Committee <strong>of</strong> the <strong>Ministry</strong> were continuously organized. Immediate action was taken in regard to the important decisions taken in these meetings. These important decision were running Hindi Workshops, Organizing Conferences, and Seminars, recruitment on the vacant posts <strong>of</strong> Hindi, bilingual advertisements in newspapers and conduct <strong>of</strong> refresher course in Corporations/Undertaking. Central Electricity Authority All out efforts are being made to enhance the usage <strong>of</strong> Hindi in <strong>of</strong>ficial work in CEA. All incentive schemes sponsored by the Deptt. <strong>of</strong> Official Language are in operation in CEA. In addition, a Roving Shield is awarded to the Division/Section/ Unit who does maximum work in Hindi throughout the year. During the year, Rajbhasha Shields were awarded to 10 Divisions/Sections where maximum correspondence is made in Hindi with Regions "A" & "B". Apart from above CEA has introduced a Cash Award Scheme namely Kendriya Vidyut Pustak Lekhan Puraskar Yojana on All India basis to promote original book writing in Hindi from the calender year 2003.
