ENERGY CONSERVATION PROGRAMME<br />

DVC has been making continuous efforts to induct efficient<br />

and modern practices in Energy Management System to<br />

increase the availability <strong>of</strong> power with lower Oil, Coal,<br />

Water and Aux. <strong>Power</strong> consumption. The Energy<br />

Conservation Programme and measures taken by DVC are<br />

furnished hereunder.<br />

DVC is organizing every year school as well as state level<br />

Painting competition for students <strong>of</strong> Jharkhand & West<br />

Bengal as part <strong>of</strong> the National Awareness Campaign <strong>of</strong> the<br />

<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>, Govt. <strong>of</strong> India for promoting Energy<br />

Conversation. Competitions are conducted as per guideline<br />

from Bureau <strong>of</strong> Energy Efficiency and in close association<br />

with the respective State Education Department. This year<br />

the State level competition along with prize distribution<br />

function was held at Kolkata and Ranchi on 14.11.2007.<br />

Seminars and Workshops were held for Energy<br />

Conservation Awareness Campaign amongst employees<br />

at Plant level and residents <strong>of</strong> colony held.<br />

For efficient Energy Management System <strong>of</strong> the <strong>Power</strong><br />

Plant the following is in vogue:-<br />

a) Daily Co-ordination meeting and monitoring <strong>of</strong> various<br />

Efficiency & Conservation parameters and Monthly ORT<br />

meeting at plant level.<br />

b) Improved O&M practices for better and efficient plant<br />

operation.<br />

c) “Partnership in Excellence” program with NTPC as per<br />

directive <strong>of</strong> MOP.<br />

d) Formation <strong>of</strong> O&E Cell at Plant level to monitor Energy<br />

Conservation measures and carry out Energy Audit<br />

Study on a regular basis.<br />

RENOVATION & MODERNIZATION<br />

Renovation & Modernization wing has been renamed as<br />

Operation Services & Up-gradation (OS&U) to look into the<br />

up-gradation process / system towards improved and<br />

sustained generation <strong>of</strong> power for <strong>Power</strong> Plants.<br />

As advised by MOP, GOI, DVC has joined hands with NTPC<br />

on 30.08.05 in Partnership in Excellence (PIE) programme<br />

for BTPS’B’, CTPS & DTPS for improvement in plant<br />

performance by adopting better O&M practices and<br />

Comprehensive Overhauling <strong>of</strong> the units through short,<br />

medium and long term plans.<br />

Towards improved and sustained generation <strong>of</strong> power from<br />

BTPS ‘B’, CTPS and DTPS, it has been envisaged to go<br />

for replacement <strong>of</strong> obsolete Boiler Pressure Parts, Electrical<br />

and C&I, under performing and less efficient Rotary<br />

Equipment (Motors, Pumps, Fans etc.) and Sub-Systems,<br />

up-gradation <strong>of</strong> equipment, introduction <strong>of</strong> new technology<br />

and installation <strong>of</strong> equipment related to pollution control.<br />

For CTPS Unit 4,5&6, R&M activities have been dropped<br />

due to involvement <strong>of</strong> investment more than 1.2 cores /<br />

MW and parameters less than the CERC norms. CEA has<br />

been approached for consideration <strong>of</strong> retirement <strong>of</strong> CTPS<br />

Unit 4, 5 & 6 in view <strong>of</strong> uneconomical generation since<br />

inception.<br />

HYDEL POWER STATIONS:<br />

i) RMU/LE <strong>of</strong> the U # 2 <strong>of</strong> Maithon Hydel <strong>Power</strong> Station<br />

(MHS) completed.<br />

ii) R&M/LE <strong>of</strong> U# 1&3 has been initiated. NHPC<br />

approached for engagement as consultant for the<br />

same.<br />

iii) Refurbishment & renovation <strong>of</strong> MHS switch yard taken<br />

up. Tendering done & Price bid under process.<br />

iv) RLA Study <strong>of</strong> the Panchet-1 Unit has been completed.<br />

DPR for R&M/LE has been prepared.<br />

NON-POWER ACTIVITIES OF DVC<br />

WATER RESOURCE MANAGEMENT<br />

Out <strong>of</strong> originally planned eight storage reservoirs in the<br />

Damodar basin, construction <strong>of</strong> multi-purpose Dams at<br />

Tilaiya (1953), Konar (1955), Maithon(1957) and<br />

Panchet(1957) by DVC has been completed in the first<br />

stage. But the designed storage levels could not be<br />

achieved due to constraints in acquiring the required land<br />

from the State Governments in respect <strong>of</strong> Maithon and<br />

Panchet reservoirs. In the first phase, total flood reserve<br />

capacity planned was 1.77 million acre feet. But due to nonacquisition<br />

<strong>of</strong> land, flood reserve capacity was only 1.05<br />

million acre feet, which has been further reduced to 0.95<br />

million acre feet due to progressive siltation. Maithon and<br />

Panchet, being the terminal reservoirs, play a vital role for<br />

water management in the valley. However, even with the<br />

partial implementation <strong>of</strong> the scheme, DVC over the years<br />

has played a vital role in moderation <strong>of</strong> the floods in the<br />

lower valley to a great extent.<br />

Progress made in water resources management during the<br />

year 2007-08 upto 30th November, 2007 and anticipated<br />

target to be achieved during the remaining period <strong>of</strong> the<br />

year are as under :<br />

FLOOD CONTROL<br />

During in the year under consideration, southwest<br />

monsoon was active almost from beginning <strong>of</strong><br />

June and remained active till first 10 days <strong>of</strong> October.<br />

The catchments received about 20% rainfall above<br />

normal. A combined flood peak inflow in the<br />

order <strong>of</strong> 3,92,000 cusec was observed at 09.00 Hours on<br />

25.09.2007 at Maithon and Panchet and the moderated<br />

peak combined outflow was to the tune <strong>of</strong> 2,64,000 cusec<br />

at 00.00 Hours <strong>of</strong> 26.09.2007.<br />

IRRIGATION:<br />

Management and operation <strong>of</strong> irrigation infrastructure<br />

developed by DVC in the lower valley has been handed<br />

over to the Government <strong>of</strong> West Bengal in 1964 and DVC<br />
