State Electricity Board (BSEB) as per the decision <strong>of</strong> Govt.<br />

<strong>of</strong> India to take over Muzaffarpur Thermal <strong>Power</strong> Station<br />

(2x110 MW) at Kanti for Restoration, R&M, O&M. NTPC<br />

shall have a majority stake in the company, and the balance<br />

stake shall be with BSEB.<br />

7.6.5 Pipavav <strong>Power</strong> Development Company Ltd.<br />

(PPDCL)<br />

An MOU was signed between NTPC, Gujarat <strong>Power</strong><br />

Corporation Ltd. (GPCL) and Gujarat Electricity Board<br />

(GEB) on 20.02.2004 for development <strong>of</strong> a 1000 MW<br />

thermal power project at Pipavav in Joint Venture with GPCL.<br />

Recently <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> has directed for discontinuation<br />

<strong>of</strong> its involvement in view <strong>of</strong> Govt. <strong>of</strong> Gujarat’s decision to<br />

develop the project with another strategic partner.<br />

Accordingly, the process has been initiated for settlement<br />

<strong>of</strong> dues <strong>of</strong> NTPC on GPCL and State Govt. <strong>of</strong> Gujarat and<br />

thereafter steps will be taken for winding up <strong>of</strong> PPDCL.<br />

8.0 RIGHT TO INFORMATION ACT, 2005<br />

NTPC being a public authority as per Right to Information<br />

Act, 2005 has appointed the Central Public Information<br />

Officer (CPIO) and Appellate Authority and information on<br />

the same has been placed on NTPC’s website. NTPC has<br />

been implementing the RTI Act since October, 2005. As on<br />

30.11.2007, 677 applications have been received and 670<br />

have been replied.<br />

9.0 RISK MANAGEMENT POLICY<br />

Since inception <strong>of</strong> NTPC, the company is having systems<br />

and practices which have helped in identifying risk and taking<br />

measures to mitigate those risks. As a further step towards<br />

institutionalising this system, a risk management policy was<br />

formulated in fiscal 2005. As an initial step, the policy<br />

identified risks being faced by the company, the short term<br />

as well as long term measures, to mitigate those risks and<br />

also to put in place a reporting system, which would enable<br />

critical risks beyond certain tolerance levels to be reported<br />

for further action. Further, the policy has been reviewed and<br />

with a view to strengthen the policy, a consultant is being<br />

appointed to suggest a detailed enterprise wide framework<br />

for Risk Management, Internal Controls and other disclosure<br />

requirements in accordance with regulatory provisions.<br />

10.0 CONSULTANCY SERVICES<br />

During the Current year (2007-08) up to November 2007,<br />

the consultancy wing has secured orders from Domestic<br />

Client worth Rs. 98.12 Crores. This includes assignment<br />

from DVC for preparation <strong>of</strong> Technical specification, tender<br />

document and evaluation <strong>of</strong> bids for water system package<br />

and coal handling plant package for their 2x500 MW<br />

Koderma TPS, Construction <strong>of</strong> bays at Korba STPS<br />

Switchyard for Korba-Brigsinghpur-Damoh 400 kV D/C<br />

Transmission line on deposit work for PGCIL, Development<br />

<strong>of</strong> Integrated computerized plant management system at<br />

Kota STPS and Suratgarh STPS for Rajasthan Vidyut<br />

Utpadan Nigam Ltd. (RVUNL), Pre award & Post award<br />

engineering, Contract administration, QA&I, assistance<br />

during commissioning PG test & Project Monitoring for<br />

Aravali <strong>Power</strong> Company Pvt. Ltd. and Lender’s engineer<br />

services to M/s Rural Electrification Corp. Ltd. for setting up<br />

<strong>of</strong> 2x135 MW TPP (Phase-I) by M/s Wardha <strong>Power</strong><br />

Company Pvt. Ltd.<br />

Overseas Business Initiative<br />

In line with NTPC’s Globalization initiatives, the company is<br />

making consistent efforts to enter the overseas markets in<br />

the Middle East, Asia-Pacific and African regions for<br />

consultancy business and has already opened its<br />

representative <strong>of</strong>fice in Dubai. The consultancy wing has<br />

completed an order involving Energy Audit <strong>of</strong> 15 stations <strong>of</strong><br />

Saudi Electric Company in Saudi Arabia and has also<br />

secured order from M/s Green Energy Consultancy, Dubai<br />

for Review engineering <strong>of</strong> 2 nos 132/ 11 kV GIS sub station<br />

<strong>of</strong> Dubai Investment Park.<br />

NTPC has signed a Memorandum <strong>of</strong> Agreement with the<br />

Government <strong>of</strong> Sri Lanka and Ceylon Electricity Board (CEB)<br />

for development <strong>of</strong> a 2x250 MW Coal based power project<br />

at Trincomalee in Sri Lanka. The project would be developed<br />

through a joint venture company between NTPC and CEB.<br />

NTPC is also exploring a business opportunity in Nigeria for<br />

sourcing <strong>of</strong> LNG. A MOU has been signed between NTPC<br />

and the <strong>Ministry</strong> <strong>of</strong> Energy, Federal Government <strong>of</strong> Nigeria<br />

(FGN) on 22.05.07 at Abuja, Nigeria. As per the MOU, FGN<br />

shall provide at least three (3) million tones per annum <strong>of</strong><br />

LNG to NTPC, subject to availability, for a period <strong>of</strong> 25 years<br />

at a reasonable price from existing/ future LNG projects<br />

where production is likely to commence within 5 to 6 years<br />

for use in NTPC power plants in India. Upon successful<br />

operation <strong>of</strong> above obligation by FGN, NTPC shall set up<br />

and operate a 500 MW Coal based power plant and a 700<br />

MW Gas based power plant in Nigeria subject to techno<br />

economic feasibility.<br />

NTPC had submitted three training proposals to Public<br />

Electricity Corporation (PEC), Yemen and one <strong>of</strong>fer to a<br />

contracting company in Kuwait for supervision <strong>of</strong> erection<br />

and commissioning <strong>of</strong> 800 MW GT plant at Az Zour, Kuwait.<br />

Further for promoting awareness about NTPC expertise,<br />

an organized campaign has been launched under which<br />

NTPC Consultancy have released two (2 nos.)<br />

advertisements in various leading technical journals and had<br />

also participated in seven (7) expos in different countries.<br />

11.0 HUMAN RESOURCES<br />

As on 30.11.2007, NTPC had a total <strong>of</strong> 25139 employees<br />

on the rolls <strong>of</strong> the company. Considering an exponential<br />

capacity addition plan during the next 5 years, NTPC<br />

strengthened its induction plan by campus recruitment at<br />

the premier institutes <strong>of</strong> the country for its executive trainees.<br />

The training plans/ syllabus were also reviewed to ensure<br />

the delivery <strong>of</strong> the quality training to the young graduates.
