Govt. <strong>of</strong> Mizoram. The project has been awarded in Sept’07<br />
and expected to be completed by Aug, 08. Further, 220 kV<br />
Misa – Byrnihat transmission line alongwith 2x160MVA, 220/<br />
132kV sub-station at Byrnihat is proposed to executed as<br />
deposit work <strong>of</strong> Meghalaya State Electricity Board with<br />
funding from DONER / Planning Commission.<br />
In order to ensure secure and reliable supply <strong>of</strong> power to<br />
the States <strong>of</strong> the North-Eastern region, POWERGRID Board<br />
has approved the proposal for “NER Strengthening<br />
Scheme-I” with a total cost <strong>of</strong> Rs. 58.93 crore. The project<br />
has been awarded in Sept’07 and scheduled to be<br />
completed by March’ 09.<br />
The transmission system for evacuation <strong>of</strong> power from<br />
future projects <strong>of</strong> about 50,000MW in NER and 15,000MW<br />
in Sikkim/Bhutan have been planned keeping in view <strong>of</strong><br />
the fact that power from the above mentioned projects would<br />
be utilized partly in NER, Sikkim and Bhutan while major<br />
part <strong>of</strong> this power would have to be exported to power deficit<br />
regions like NR & WR. The transmission lines from these<br />
generating sources will be traversing through the narrow<br />
transmission corridor <strong>of</strong> Chicken Neck Area, in the north <strong>of</strong><br />
West Bengal, between the international borders <strong>of</strong><br />
Bangladesh and Nepal, having a length <strong>of</strong> about 18 km<br />
and a width <strong>of</strong> only about 22 km. Keeping in view the<br />
generation and growth <strong>of</strong> power demand in NER and<br />
Sikkim/Bhutan, the capacity <strong>of</strong> transmission system<br />
required through the chicken neck area would be <strong>of</strong> the<br />
order <strong>of</strong> 50,000 MW. As a large quantum <strong>of</strong> power is to be<br />
transferred through the limited corridor in Chicken Neck<br />
area, it is envisaged that the power transfer capacity <strong>of</strong><br />
each <strong>of</strong> the transmission corridor should be at least 5000-<br />
6000MW. After detailed study <strong>of</strong> various alternatives in this<br />
regard, it is found that the hybrid system <strong>of</strong> 800kV HVDC<br />
with 400kV AC lines is the most optimal one considering<br />
the Right-<strong>of</strong>-Way requirement, transmission cost and line<br />
losses. Looking at the total power evacuation requirement<br />
through Chicken neck area, it is found that to meet the<br />
contingency & reliability needs, about 5-6 nos. <strong>of</strong> HVDC<br />
lines and 3-4 nos. <strong>of</strong> EHVAC lines would have to be<br />
established through Chicken Neck Area.<br />
The transmission system for evacuation <strong>of</strong> power from the<br />
projects to be commissioned in XI plan/early XII plan has<br />
also been developed. The power from the projects like<br />
Kameng HEP (600 MW) <strong>of</strong> NEEPCO and Lower Subansiri<br />
(2000 MW) <strong>of</strong> NHPC is proposed to be pooled to a common<br />
substation in NER for onward transmission to NR/WR via<br />
hybrid system <strong>of</strong> ±800kV HVDC and 400kV AC links. In<br />
fact till date, ±600kV HVDC is the highest operating voltage<br />
in world. India is one <strong>of</strong> the few countries considering<br />
adoption <strong>of</strong> ±800 kV HVDC for transfer <strong>of</strong> bulk power over<br />
long distance. For evacuation <strong>of</strong> Gas Based <strong>Power</strong> Project<br />
in Tripura (740 MW) project, separate transmission corridor<br />
has been planned to be commissioned ahead <strong>of</strong> Lower<br />
Subansiri and Kameng project.<br />
In addition to this, as decided in the meeting held between<br />
Hon’ble Minister <strong>of</strong> <strong>Power</strong> with Hon’ble Minister <strong>of</strong> DONER<br />
on April 19, 2007, a comprehensive scheme for<br />
strengthening <strong>of</strong> transmission system in North Eastern<br />
Region has been evolved in consultation with Central<br />
Electricity Authority and representatives <strong>of</strong> all concerned<br />
States. Under this scheme, the transmission and subtransmission<br />
system for NER States are planned in two parts<br />
viz. intra-State and inter-State lines. The scheme has been<br />
evolved keeping in view the long term requirement <strong>of</strong> NER<br />
so as to ensure secure and reliable supply <strong>of</strong> power and<br />
cater to the load growth for more than 10 years. A pre<br />
feasibility report prepared by PGCIL in consultation with the<br />
CEA and representative <strong>of</strong> all concerned States and sent to<br />
the <strong>Ministry</strong> <strong>of</strong> DONER recently.<br />
23.6 Recreation Activities :<br />
The <strong>Ministry</strong> has a Recreation club for its staff for looking<br />
after the cultural and sports activities. The Hon’ble Minister<br />
<strong>of</strong> <strong>Power</strong> and the Secretary(<strong>Power</strong>) are its Chief Patron and<br />
Patron, respectively. The teams from <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong><br />
have been taking part in different disciplines in various<br />
tournaments and cultural meets organized by <strong>Power</strong> Sports<br />
Control Board(PSCB), and Inter-Ministerial tournaments<br />
organized by Central Civil Services and Sports Board<br />
(CCSCSB), Department <strong>of</strong> Personnel and Training,<br />
Government <strong>of</strong> India.<br />
Major Achievements :<br />
Randhir Singh Toor won the Second position in the Inter-<br />
<strong>Ministry</strong> Wrestling Competition organized by the Central Civil<br />
Services Culture and Sports Board at Delhi, held during<br />
27th to 28th February 2007. Wrestlers from all over India<br />
took part in the Competition. It is worthwhile mentioning<br />
that Randhir Singh Toor won Silver and Bronze medals in<br />
various categories in an earlier competition organized by<br />
Veteran Athletic Association at Jawahar Lal Nehru Stadium,<br />
Delhi on 28th January 2007<br />
Consultative Committee <strong>of</strong> Members <strong>of</strong> Parliament<br />
During the year 2007, the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> coordinated<br />
and organized four meetings <strong>of</strong> the Consultative Committee<br />
<strong>of</strong> Members <strong>of</strong> Parliament for the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>. The<br />
subjects for discussion at these meetings were :<br />
(i) “National Grid Development: Present Status and<br />
Future Perspective”<br />
(ii) “Development and Operation <strong>of</strong> National<br />
Grid”(10.5.2007)<br />
(iii) “<strong>Power</strong> Generation Capacity Addition Programme for<br />
11th Plan – with special reference to existing domestic<br />
capacity for Plant and Equipment manufacturing”<br />
(8.8.2007 – New Delhi)<br />
(iv) “Ultra Mega <strong>Power</strong> Projects”<br />
(A meeting <strong>of</strong> the Consultative Committee is scheduled to<br />
be held on 12th February, 2008 at Tehri hydroelectric power<br />
project. The subject “Hydro <strong>Power</strong> Development in the<br />
Country with Special Reference to 11th Plan Targets” will<br />
be discussed in this meeting).
