7. The capacity addition programme is being continuously<br />
kept under watch by the Central Government in<br />
consultation with the State Governments. A number <strong>of</strong><br />
specific action points have been identified to achieve<br />
this extremely large capacity addition programme. All<br />
out efforts are being made to complete the ordering <strong>of</strong><br />
the projects, wherever it is yet to be done, so as to<br />
achieve the 11th Plan target.<br />
8. Setting up <strong>of</strong> Ultra Mega <strong>Power</strong> Project<br />
8.1 The <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>, Government <strong>of</strong> India has<br />
launched an initiative for development <strong>of</strong> coal-based<br />
Ultra Mega <strong>Power</strong> Projects (UMPPs) in India, each with<br />
a capacity <strong>of</strong> 4,000 MW or above. These projects will<br />
be awarded to developers on the basis <strong>of</strong> tariff-based<br />
competitive bidding. To facilitate the tie-ups <strong>of</strong> inputs<br />
and clearances, project-specific shell companies have<br />
been set up as wholly owned subsidiaries <strong>of</strong> the <strong>Power</strong><br />
Finance Corporation (PFC) Ltd. These companies<br />
undertake preliminary studies and obtain necessary<br />
clearances including water, land, fuel, power <strong>of</strong>f<br />
take tie-up etc. prior to award <strong>of</strong> the project to the<br />
successful bidder.<br />
8.2 Originally, nine sites had been identified by CEA in nine<br />
States for the proposed UMPPs. These include four<br />
pithead sites, one each in Chhattisgarh, Jharkhand,<br />
Madhya Pradesh and Orissa, and five coastal sites,<br />
one each in Andhra Pradesh, Gujarat, Karnataka,<br />
Maharashtra and Tamil Nadu. It is proposed to set up<br />
pithead projects as integrated projects with<br />
corresponding captive coal mines. On the request <strong>of</strong><br />
<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>, <strong>Ministry</strong> <strong>of</strong> Coal has already<br />
allocated captive coal mining block(s) for Sasan UMPP<br />
in Madhya Pradesh, for Orissa UMPP (except for<br />
Chaturdhara block), for Tilaiya UMPP in Jharkhand and<br />
for Chhattisgarh UMPP. For the coastal projects,<br />
imported coal shall be used. The projects are to be<br />
developed with a view to lower the cost <strong>of</strong> power to<br />
the consumers. These projects, adopting supercritical<br />
technology to reduce emissions, would be<br />
environment-friendly. A time bound action plan for<br />
preparation <strong>of</strong> project report, tie-up <strong>of</strong> various inputs/<br />
clearances, appointment <strong>of</strong> consultants, preparation<br />
<strong>of</strong> RFQ/RFP has been prepared.<br />
8.3 The bidding process in respect <strong>of</strong> Sasan, Mundra and<br />
Krishnapatnam UMPPs has been completed.<br />
M/s. Tata <strong>Power</strong> has been awarded the Mundra Project<br />
at Rs. 2.26 per KW/H. M/s. Reliance <strong>Power</strong> Ltd. has<br />
been awarded Sasan and Krishnapatnam UMPPs at<br />
Rs. 1.19616 per KW/H and Rs. 2.33 per KW/H<br />
respectively. The respective Special Purpose Vehicles<br />
(SPVs) <strong>of</strong> Sasan, Mundra and Krishnapatnam UMPPs<br />
have been transferred to the successful bidders. The<br />
bidding process in respect <strong>of</strong> Tilaiya UMPP has been<br />
initiated by the Special Purpose Vehicle (SPV) i.e.<br />
Jharkhand Integrated <strong>Power</strong> Ltd. The last date <strong>of</strong><br />
submission <strong>of</strong> RfQ documents was 12.11.2007 and<br />
13 bids have been received. The bids are under<br />
evaluation. The development <strong>of</strong> other five projects is<br />
contingent upon the various clearances from the<br />
respective State Governments.
