Awareness Week w.e.f. November 12-16, 2007.<br />

Issue regarding implementation <strong>of</strong> E - Banking for financial<br />

transactions / payments etc. at least at Corporate Offices,<br />

is also being pursued. Serious efforts are now being made<br />

by SJVNL Management to implement E - Banking, inspite<br />

<strong>of</strong> functional difficulties being faced in this regard, due to<br />

remoteness <strong>of</strong> sites and unavailability <strong>of</strong> core banking<br />

facilities, at remote locations.<br />

Works & Procurement Policy (W &PP) is also being<br />

reviewed and revised to make systems more transparent,<br />

functional and suitable to cater to present requirements, at<br />

the behest <strong>of</strong> Vigilance Deptt. The matter is being pursued<br />

with the management for its early implementation.<br />

Vigilance Deptt. has also suggested a proposal for creating<br />

"data base systems" that can generate "snapshot scenarios<br />

<strong>of</strong> available resources (manpower, machinery etc.) and<br />

hindrances on weekly basis, at the time <strong>of</strong> processing <strong>of</strong><br />

claims, in order to curb / restrict huge claims raised by<br />

major, contractors for main works <strong>of</strong> Projects.<br />

The matter regarding safe and smooth running <strong>of</strong> 1500<br />

MW NJHPS power station, involving issues like installation<br />

<strong>of</strong> dewatering pumps, and adequacy <strong>of</strong> fire fighting<br />

mechanism installed in Transformer Hall and <strong>Power</strong> House<br />

<strong>of</strong> NJHPS, is also being emphasized to SJVNL<br />

Management, in order to tackle any such eventuality.<br />

VIGILANCE ACTIVITIES - PFC<br />

During the financial year 2007-08 (upto November, 2007),<br />

the Vigilance Unit functioned as an effective tool <strong>of</strong> positive<br />

management with the thrust being on preventive Vigilance.<br />

This' aspect was focused upon by Conducting periodic &<br />

surprise inspection <strong>of</strong> files and by issuing effective<br />

guidelines to streamline systems with the aim <strong>of</strong> eliminating<br />

loopholes and ensuring transparency in day to day<br />

operations so as to minimize Scope for misuse. Vigilance<br />

Unit undertook the review <strong>of</strong> operational manuals <strong>of</strong> various<br />

activities <strong>of</strong> the Corporation. A number <strong>of</strong> comprehensive<br />

manuals on differentmareas <strong>of</strong> company's activities have<br />

already been notified after review and some other manuals<br />

are in the process <strong>of</strong> finalization. Further, during the period,<br />

detailed investigation was carried out in seven cases <strong>of</strong><br />

complaints out <strong>of</strong> which vice cases were closed with the<br />

approval <strong>of</strong> competent authority and the balance two are<br />

under investigation. To further reinforce preventive<br />

vigilance, compliance <strong>of</strong> Central Vigilance Commission<br />

circular No. 40/11/06 dated 22:l1.06 with regard to<br />

emphasizing the need <strong>of</strong> leverage technology as an<br />

effective tool in vigilance administration by uploading<br />

information on corporate websites regarding rules,<br />

procedures etc. besides making available. application forms<br />

and status, <strong>of</strong> application on the websites <strong>of</strong> the<br />

organizations is being ensured.<br />

During the period, 6 complaints were handled. All these<br />

complaints were investigated and carried to a logical<br />

conclusion with the approval <strong>of</strong> the competent<br />

In accordance with the directives <strong>of</strong> CVC, Vigilance<br />

Awareness Week was observed from 12 th November to<br />

16 th November, 2007 in the Head <strong>of</strong>fice and Regional <strong>of</strong>fices<br />

<strong>of</strong> the Corporation. lt order to disseminate a strong message<br />

<strong>of</strong> integrity and transparency in public service. Interactive<br />

two days programme on 'Corporate Governance in <strong>Power</strong><br />

Sector' was held for the benefit <strong>of</strong> the executives and<br />

customers/clients <strong>of</strong> the Corporation so as to sensitize them<br />

about the evil effects <strong>of</strong> corruption and also to educate them<br />

on the initiatives taken for improvement in systems,<br />

procedures and the complaint handling policy <strong>of</strong> the<br />

Corporation. Further, Slogan, Essay and Pictorial Theme<br />

Representation Competitions were organized on themes<br />

relating to vigilance/corruption with the aim <strong>of</strong> involving<br />

employees and encouraging them to come forward with<br />

innovative ideas in spreading awareness about the harmful<br />

effects <strong>of</strong> corruption.<br />

10.0 VIGILANCE RELATED ACTIVITIES UNDERTAKEN<br />

IN SJVNL<br />

Various routine vigilance administrative matters / regular<br />

vigilance activities, are being continued in SJVNL like<br />

maintaining up-to date vigilance status <strong>of</strong> the <strong>of</strong>ficials <strong>of</strong><br />

SJVNL, granting vigilance clearance to SJVNL Officials for<br />

various requirements, identification. <strong>of</strong> Sensitive Posts,<br />

action on Complaints, conducting inquiry proceedings in<br />

the pending major penalty cases, preparation <strong>of</strong> the Agreed<br />

list and List <strong>of</strong> Persons <strong>of</strong> doubtful Integrity, conducting<br />

Surprise Checks / Inspections by Vigilance, conducting<br />

training / workshop on vigilance, holding <strong>of</strong> Vigilance<br />

Awareness Week w.e.f. November 12 - 16, 2007.<br />

Besides above routine administrative matters, the prime<br />

emphasis has been mainly on the preventive vigilance rather<br />

than punitive vigilance. The preventive vigilance includes<br />

those steps which are instrumental in reducing or eliminating<br />

corruption from public services. Various initiatives towards<br />

preventive vigilance have been taken in SJVNL. In this<br />

regard, CVC instructions regarding E - Procurement are<br />

now being extensively used in SJVNL. Posting <strong>of</strong> Tenders<br />

on internet is being ensured. Uploading <strong>of</strong> details <strong>of</strong> work<br />

tenders awarded which are above a threshold value, is also<br />

being done.<br />
