<strong>of</strong> functional difficulties being faced in this regard,<br />
due to remoteness <strong>of</strong> sites and unavailability <strong>of</strong> core banking<br />
facilities, at remote locations.<br />
Efforts are also being made to start compilation <strong>of</strong> status<br />
<strong>of</strong> bill payments to contractors / suppliers etc. and uploading<br />
<strong>of</strong> the same on SJVNL <strong>of</strong>ficial website.<br />
Works & Procurement Policy (W&PP) is also being<br />
reviewed and revised to make systems more transparent,<br />
functional and suitable to cater to present requirements, at<br />
the behest <strong>of</strong> Vigilance Deptt.. The matter is being pursued<br />
with the management for its early implementation.<br />
It is also being emphasized with SJVNL Management to<br />
expedite the preparation <strong>of</strong> Finance and other related<br />
Manuals, in the best interest <strong>of</strong> the Corporation. In this<br />
context, the process <strong>of</strong> appointment <strong>of</strong> Consultant, for<br />
preparation <strong>of</strong> Manuals, has also been started by SJVNL.<br />
Vigilance Deptt. has also been insisting on development <strong>of</strong><br />
indigenous spares for NJHPS generating machines. In this<br />
regard, the process <strong>of</strong> setting up <strong>of</strong> workshop for<br />
development <strong>of</strong> HVOF hard coating facilities to the<br />
underwater parts <strong>of</strong> generating machines, has begun in<br />
SJVNL. The development <strong>of</strong> in-house facility in SJVNL shall<br />
not only help in reducing the costs on the same account,<br />
but will also go a long way in tackling the problems in<br />
operation and maintenance <strong>of</strong> hydro power<br />
machines in the country, arising out <strong>of</strong> high silt content<br />
present in river water.<br />
Vigilance Deptt. has also suggested a proposal for creating<br />
"data base systems" that can generate "snapshot scenarios<br />
<strong>of</strong> available resources (manpower, machinery etc.) and<br />
hindrances on weekly basis, at the time <strong>of</strong> processing <strong>of</strong><br />
claims, in order to curb / restrict huge claims raised by<br />
major, contractors for main works <strong>of</strong> Projects.<br />
Vigilance Department has advised the management to<br />
constitute Claims settlement committees at both field level<br />
and corporate level.<br />
The matter regarding job rotation is being pursued with the<br />
Management <strong>of</strong> SJVNL. However, it is understood that, in<br />
view <strong>of</strong> the specialized nature <strong>of</strong> works in many areas,<br />
problems exist in implementation <strong>of</strong> this across the board.<br />
The matter regarding safe and smooth running <strong>of</strong> 1500<br />
MW NJHPS power station, involving issues like installation<br />
<strong>of</strong> dewatering pumps, and adequacy <strong>of</strong> fire fighting<br />
mechanism installed in Transformer Hall and <strong>Power</strong> House<br />
<strong>of</strong> NJHPS, is also being emphasized to SJVNL<br />
Management, in order to tackle any such eventuality.<br />
Vigilance deptt. has also pursued with the<br />
SJVNL Management regarding manpower planning and<br />
enhancing employees morale and motivation in view <strong>of</strong> the<br />
high attrition rate being observed in SJVNL during recent<br />
times, for the survival <strong>of</strong> the Organization and to be in line<br />
with the rapid growth plan <strong>of</strong> SJVNL to develop new hydro<br />
projects in the imminent future, in the present highly<br />
competitive scenario.<br />
VIGILANCE ACTIVITIES<br />
Vigilance activities at NPTI are carried out by a Director as<br />
an additional responsibility.<br />
The status <strong>of</strong> vigilance activities till November, 2007 is as<br />
