PROJECTS IN NORTH-EAST<br />
In North-East, NHPC has already commissioned Loktak<br />
project (installed capacity <strong>of</strong> 105 MW) in Manipur, which is<br />
under operation. Subansiri Lower project (2000 MW) in<br />
Arunachal Pradesh is under active construction. 2 projects<br />
(including one project in joint venture) with total aggregate<br />
1. Loktak <strong>Power</strong> Station (105 MW), Manipur:<br />
The project was commissioned in May 1983. Since<br />
commissioning, the project has generated total 11899 MUs<br />
till Nov-07.<br />
2. Subansiri Lower Project (2000 MW), Arunachal<br />
Pradesh:<br />
Govt. Sanction to the project was conveyed by <strong>Ministry</strong> <strong>of</strong><br />
<strong>Power</strong> vide letter dated 9.9.2003. All major Civil, E&M and<br />
HM works stand awarded. Formal Forest Clearance was<br />
accorded by MOEF on 10.10.2004. The project is in active<br />
construction stage. The project was scheduled to be<br />
commissioned by Sept-2010 as per Govt. Sanction.<br />
However, as per the current progress <strong>of</strong> work, the project<br />
is now expected to be commissioned by Jan-2012.<br />
3. Loktak Downstream (66 MW), Manipur:<br />
Govt. Sanction <strong>of</strong> the project with installed capacity <strong>of</strong><br />
90 MW was conveyed vide MOP letter dated 30.12.1999<br />
but no major works could be taken up due to adverse law<br />
and order situation. In a meeting taken by Secretary<br />
(<strong>Power</strong>), GOI on 17.7.06, it has been decided that the<br />
project shall be executed in Joint Venture partnership<br />
between NHPC and Govt. <strong>of</strong> Manipur. Accordingly, NHPC<br />
had prepared DPR for the revised proposal with installed<br />
capacity <strong>of</strong> 3066 MW, are under Govt. Sanction / clearance.<br />
In addition, 4 projects with total aggregate capacity <strong>of</strong><br />
5100 MW are under FR / DPR stage. List <strong>of</strong> NHPC projects<br />

$$ Joint Venture project between NHPC and Govt. <strong>of</strong> Manipur<br />
The status <strong>of</strong> project in North-East is given below:<br />
capacity <strong>of</strong> 66 MW, which was techno economically cleared<br />
by CEA on 15.11.06. PIB in its meeting held on 23.11.06<br />
has recommended the project for CCEA approval. MOU<br />
has been signed on 14.9.07 with Govt. <strong>of</strong> Manipur for<br />
execution <strong>of</strong> the project through a Joint Venture Company.<br />
Formalities for formation <strong>of</strong> Joint Venture Company are in<br />
process. As directed by MOEF on 16.11.06, NHPC has to<br />
obtain fresh environmental clearance for the revised<br />
proposal. Clearance for pre-construction activities and<br />
approval <strong>of</strong> terms <strong>of</strong> reference for undertaking the EIA study,<br />
has been accorded by MOEF vide their letter dated 20.4.07.<br />
EIA & EMP study is in process <strong>of</strong> award.<br />
4. Dibang Multipurpose (3000 MW), Arunachal<br />
Pradesh<br />
Dibang Multipurpose project has been transferred to NHPC<br />
by Govt <strong>of</strong> India order dated 4.12.2002 under section 18 A<br />
<strong>of</strong> the then Electricity Supply Act, 1948. DPR has been<br />
submitted to CEA on 29.12.05 for accord <strong>of</strong> TEC, which is<br />
under scrutiny. EIA & EMP reports have been finalized and<br />
submitted to MOEF on 13.2.07 for initiating the process <strong>of</strong><br />
Public consultation. Memorandum <strong>of</strong> Agreement (MoA)<br />
signed with Govt. <strong>of</strong> Arunachal Pradesh on 24.06.07 for<br />
execution <strong>of</strong> the Project on ownership basis by NHPC alone.<br />
This MOA supercedes the earlier MOU signed on 21.9.06,<br />
which interalia stated that the project will be implemented<br />
under Joint Venture between NHPC and State Govt.
