8. Institutional Strengthening <strong>of</strong> BEE<br />
The proposed scheme seeks to provide resources allocated<br />
during the XI plan for:<br />
(a) Setting up <strong>of</strong> Energy Conservation Information Center<br />
(ECIC) christened BEEnet as a web enabled online<br />
data collection and collation system. The project will<br />
provide the following facilitation functions that BEE/<br />
SDAs are accredited with:<br />
Web based online system that facilitates seamless<br />
filing <strong>of</strong> returns by the Designated Consumers as<br />
required under section 14 (k) and 14 (l) <strong>of</strong> the<br />
Energy Conservation Act. The notification <strong>of</strong> the<br />
same has been issued by Government in March,<br />
2007 and the returns will be required to be filed<br />
before the State Designated Agencies from FY<br />
2008-09.<br />
The returns so filed, after due processing, be<br />
transferred to the respective state designated<br />
agencies as per their respective jurisdiction;<br />
Providing for due capture <strong>of</strong> existing data in respect<br />
<strong>of</strong> all other programmes <strong>of</strong> BEE/ SDAs.<br />
(b) Infrastructure and resource augmentation <strong>of</strong> BEE; and<br />
(c) Support to finance R&D in energy efficiency in IITs and<br />
Policy research from ASCI, IIPA, etc.<br />
The proposal seeks government funding for infrastructure<br />
creation that is necessary for BEE to implement 8 new<br />
projects/schemes through the country with an allocation <strong>of</strong><br />
Rs. 502 crores during the XI plan. The present working<br />
strength <strong>of</strong> 12 is grossly limited to undertake these activities,<br />
which are anyway being outsourced. The proposal does<br />
not seek creation <strong>of</strong> posts, which is being taken up<br />
separately, but backup support to enable effective<br />
implementation <strong>of</strong> energy efficiency measures. The total<br />
cost estimated for this scheme is Rs. 97 crores and is<br />
expected to deliver a robust organizational set up to<br />
implement, monitor and evaluate the schemes.<br />
9. National Energy Conservation Awards, 2007<br />
<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> had instituted National Energy<br />
Conservation Awards to motivate industrial units to<br />
conserve and use energy efficiency. This award scheme<br />
has been extended to building sector and zonal railway.<br />
Indian industrial units, <strong>of</strong>fice buildings, hotels and zonal<br />
railways, who are leading the way in becoming more energy<br />
efficient, were awarded by <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> in a function<br />
organized on the occasion <strong>of</strong> National Energy Conservation<br />
Day, the 14th December 2007 at New Delhi. These annual
