CAPACITY ADDITION PROGRAMME<br />

IN THE XITH PLAN<br />

1. The National Electricity Policy envisages demand for<br />

power to be fully met by 2012 and energy and peaking<br />

shortages to be overcome. This entails provision <strong>of</strong><br />

adequate reliable power, at affordable cost with access<br />

to all citizens. Electricity is in the Concurrent List in the<br />

Constitution and the primary responsibility <strong>of</strong> structuring<br />

its availability and distribution is that <strong>of</strong> the States.<br />

However, both the Centre and the States have to play<br />

a decisive and positive role. While shortages are<br />

presently being experienced by each region, it is much<br />

more acute in the case <strong>of</strong> some regions and a large<br />

number <strong>of</strong> States are affected.<br />

2. The all India installed power generation capacity as on<br />

31.01.2008 was 141080 MW comprising <strong>of</strong> 90896MW<br />

thermal, 35208 MW hydro,4120 MW nuclear and<br />

10856MW R.E.S The Central Sector’s share in<br />

generation has gradually increased from 12% in 1979<br />

to 34% as on 31.01.2008. On the other hand the share<br />

<strong>of</strong> the State Sector has declined from 82.5% to 53%<br />

while the share <strong>of</strong> private sector has gone up from5.2%<br />

to 13% during the same period.<br />

3. The National Electricity Policy (NEP) stipulates power<br />

for all by 2012 and annual per capita consumption <strong>of</strong><br />

electricity to rise to 1000 units from the present level <strong>of</strong><br />

631 units. To fulfill the objectives <strong>of</strong> the NEP, a capacity<br />

addition <strong>of</strong> 78,577 MW has been proposed for the 11th<br />

plan. This capacity addition is expected to provide a<br />

growth <strong>of</strong> 9.5 % to the power sector. The break up <strong>of</strong><br />

the capacity addition target is given as under:<br />
