11.3ANNUAL AND QUARTERLY PERFORMANCE<br />
REPORT OF POWER UTILITIES<br />
PFC brought out the 4th edition <strong>of</strong> report on the<br />
“Performance <strong>of</strong> the State <strong>Power</strong> Utilities for the year<br />
2003-04 to 2005-06.” The number <strong>of</strong> utilities covered in the<br />
report for the years 2003-04, 2004-05 and 2005-06 are 70,<br />
71 and 90 utilities respectively. This document provides a<br />
valuable insight into the progress and areas <strong>of</strong> concern in<br />
the financial and operational performance <strong>of</strong> State power<br />
utilities. The report is also useful in gauging the pace <strong>of</strong><br />
reforms and the results associated with it. As per the<br />
analysis in the performance report for 2005-06, the book<br />
losses (on accrual basis) <strong>of</strong> all State power utilities reduced<br />
significantly from Rs.12,609 crore in the year 2004-05 to<br />
Rs.7,533 crore in 2005-06. The aggregate losses for all<br />
the utilities in State power sector (without accounting for<br />
subsidy) reduced from Rs.23,880 crore in the year<br />
2004-05 to Rs.19,546 crore in 2005-06, indicating a<br />
significant reduction <strong>of</strong> Rs.4,334 crore.<br />
PFC has commenced bringing out a one page Research<br />
Report on the performance <strong>of</strong> each <strong>of</strong> the State <strong>Power</strong><br />
Utilities (SPUs) on a quarterly basis. The report contains<br />
key operational and financial performance parameters,<br />
reform status, implementation <strong>of</strong> Electricity Act 2003, areas<br />
<strong>of</strong> concern and conditions for improvement etc. The first<br />
quarterly research report was brought out for April-June<br />
2006 quarter covering 11 States and 20 <strong>Power</strong> Utilities and<br />
since then have been regularly preparing the quarterly report<br />
<strong>of</strong> <strong>Power</strong> Utilities. The report is sent to the stakeholders in<br />
the power sector and is acknowledged as good effort and<br />
is useful in flagging the key issues for review and timely<br />
corrective actions / measures for improvement <strong>of</strong><br />
performance <strong>of</strong> SPUs. During the current financial year,<br />
report for April-June 2007 quarter has been brought<br />
out covering 12 States and 27 Utilities. The report for 2 nd<br />
quarter is likely to be completed and published by<br />
December 2007.<br />
11.4 INFORMATION TECHNOLOGY<br />
PFC has taken various steps aiming at utilizing Information<br />
Technology for automating its operations and to foster<br />
technology enabled quality work environment for achieving<br />
better productivity and efficiency. In this direction, several<br />
initiatives have been taken including:<br />
Gigabit LAN with Fibre Optic backbone with Layer 3<br />
switching technologies has been installed.<br />
State-<strong>of</strong> the-art security and content filtering solutions<br />
have been implemented to provide secure and<br />
productive environment.<br />
To taken automation further to the door-steps <strong>of</strong> the<br />
customers, “On-line loan application system” has been<br />
implemented by PFC. This facilitates borrowers to<br />
submit on-line application. To further encourage<br />
submission <strong>of</strong> Online applications, customer training<br />
programmes have been organized by PFC covering<br />
various utilities in all the Regions.<br />
Integrated applications covering most <strong>of</strong> the operations<br />
had been in place. It is also envisaged to upgrade<br />
these applications by deploying end-to-end ERP based<br />
enterprise solution.<br />
12.0 FINANCING OF STATE AND CENTRAL SECTOR<br />
GENERATION PROJECTS<br />
12.1 HYDRO PROJECTS<br />
In order to improve upon the declining share <strong>of</strong> Hydro <strong>Power</strong><br />
in countries total installed capacity, the Company is<br />
proactively identifying and providing financial support to<br />
Hydro Generation Projects. During the year 2007-08 as on<br />
30 th Nov., 2007, loans amounting to Rs.4056 crore were<br />
Sanctioned and an amount <strong>of</strong> Rs.921 crore was Disbursed.<br />
The cumulative Sanction for Hydro Generation Projects has<br />
Rs. 21,710 crore out <strong>of</strong> which Rs.13,329 crore had been<br />
disbursed till 30 th Nov., 2007.<br />
12.2 THERMAL PROJECTS<br />
The Company is providing financial support to the Thermal<br />
Generation Projects for their timely completion. During the<br />
year 2007-08, as on 30 th Nov., 2007, the Company has<br />
Sanctioned loans amounting to Rs.25,869 crore and<br />
Disbursed an amount <strong>of</strong> Rs.4,118 crore. The cumulative<br />
financial support provided by the Company for Thermal<br />
Generation Schemes was Rs.79,219 crore out <strong>of</strong> which<br />
Rs.31,262 crore had been Disbursed till 30 th Nov., 2007.<br />
12.3 RENOVATION MODERNISATION & LIFE<br />
EXTENSION OF THERMAL & HYDRO PLANTS<br />
The funding for Renovation & Modernization <strong>of</strong> old Thermal<br />
& Hydro Plants continues to be the thrust area <strong>of</strong> the<br />
company. During the year 2007-08, as on 30th Nov., 2007,<br />
the Company had Sanctioned loans amounting to Rs.255<br />
crore and Disbursed an amount <strong>of</strong> Rs.189 crore. The<br />
cumulative financial support provided by the Company was<br />
Rs.8,698 crore out <strong>of</strong> which Rs.4610 crore had been<br />
Disbursed till 30 th Nov., 2007.<br />
12.4 FINANCING OF PRIVATE SECTOR POWER<br />
PROJECTS<br />
The Company is supporting private power projects for<br />
participating in the power development, based on the<br />
recommendations <strong>of</strong> the various High level Committees and<br />
so far had supported more 11,000 MW <strong>of</strong> generation<br />
capacity through various types <strong>of</strong> Thermal plants including<br />
Coal, Gas / Naphtha, Furnace oil or DG set based, Hydro<br />
plants, Wind <strong>Power</strong> Plants, T&D network, etc.<br />
