During the year 2007-08, as on 30 th Nov., 2007, loans<br />
amounting to Rs.1,675 crore had been Sanctioned and<br />
Rs.615 crore had been Disbursed. Major projects<br />
Sanctioned are 820 MW natural gas based CCPP at<br />
Devarapalli <strong>of</strong> Konaseema in Andhra Pradesh, 300 MW<br />
coal based TPP <strong>of</strong> KVK Nilanchal in Chattisgarh and 350<br />
MW TPS <strong>of</strong> RKM <strong>Power</strong>Gen in Chattisgarh.<br />
The Company has so far cumulatively Sanctioned loans<br />
worth Rs.10,456 crore and Guarantees worth Rs.1,096<br />
crore out <strong>of</strong> which an amount <strong>of</strong> Rs.5,200 crore has been<br />
Disbursed till 30 th Nov., 2007.<br />
13.0 ULTRA MEGA POWER PROJECTS/ SPECIAL<br />
PURPOSE VEHICLES<br />
PFC has been working for the development <strong>of</strong> UMPPs,<br />
each with a capacity <strong>of</strong> about 4,000 MW. Nine such projects<br />
were identified to be located at Sasan in MP, Mundra in<br />
Gujarat, Akaltara in Chattisgarh, Tadri in Karnataka<br />
and Girye in Maharashtra. Krishnapattam in Andhra<br />
Pradesh, Tilaya in Jharkhand, Cheyyur in Tamil Nadu and<br />
Sundergarh in Orissa.<br />
The projects in Madhya Pradesh, Chhattisgarh, Orissa and<br />
Jharkhand are to be located at coal pit heads with<br />
captive coalmines. The other five ( 5 ) are to be located at<br />
coastal areas<br />
PFC had incorporated nine ( 9 ) wholly owned subsidiary<br />
Companies for these UMPPs to act as Special Purpose<br />
Vehicles (SPVs) for the Projects. These SPVs in<br />
coordination with Central Electricity Authority (CEA)<br />
undertake all activities necessary to obtain the appropriate<br />
clearances required to establish these projects. <strong>Ministry</strong><br />
<strong>of</strong> <strong>Power</strong> is acting as the facilitator for development <strong>of</strong> these<br />
UMPPs. These SPVs shall be transferred to successful<br />
bidder (s) selected through tariff based international<br />
competitive bidding process for implementation and<br />
operation.<br />
13.1 Two SPVs namely Coastal Gujarat <strong>Power</strong> Ltd. (CGPL)<br />
for Mundra UMPP in Gujarat and Sasan <strong>Power</strong> Limited for<br />
Sasan UMPP in Madhya Pradesh have been transferred to<br />
the successful bidder on the dates indicated below :<br />

<strong>Power</strong> Limited on 30.11.07. This also been transferred on<br />
29 th Jan. 2008.<br />
The bid process for Tilaiya UMPP in Jharkhand is in<br />
progress.<br />
14.0 TRANSMISSION PROJECTS/ SPECIAL PURPOSE<br />
VEHICLES (SPVS)<br />
14.1 <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> has initiated similar process i.e.<br />
tariff based competitive bidding process for development<br />
<strong>of</strong> Transmission system through private sector participation<br />
for evacuation <strong>of</strong> power from the Generating Stations,<br />
transmission <strong>of</strong> power from pooling stations to other grid<br />
station up to load centers and system strengthening.etc.<br />
The objective <strong>of</strong> this initiative is to develop transmission<br />
capacities in India and to bring in the potential investors<br />
after developing such projects to a stage having preliminary<br />
survey work, identification <strong>of</strong> route, preparation <strong>of</strong> Survey<br />
Report, initiation <strong>of</strong> the process <strong>of</strong> land acquisition, initiation<br />
<strong>of</strong> process <strong>of</strong> seeking forest clearance, if required and to<br />
conduct bidding process etc.<br />
15.0 ACCELERATED POWER DEVELOPMENT AND<br />
REFORM PROGRAMME<br />
During FY 2007-08 as on 30 th Nov, 2007, PFC committed<br />
counterpart-funding amounting to Rs.32.52 crore for<br />
Distribution schemes in the State <strong>of</strong> Uttar Pradesh. The<br />
cumulative sanction <strong>of</strong> APDRP counterpart loans by PFC<br />
stands at Rs.2320.47 crore. Counterpart funds amounting<br />
to Rs.131.46 crore were Disbursed and loan documents<br />
for 12 schemes with the loan amount <strong>of</strong> Rs.192.71 crore<br />
were executed during the year. Distribution network in major<br />
cities for which PFC has Sanctioned counterpart funding<br />
during 2007-08 include Ghaziabad, Meerut, Saharanpur etc.<br />
16.0 VIGILANCE ACTIVITIES & ACHIEVEMENTS<br />
During the financial year 2007-08 (upto November 2007),<br />
the Vigilance Unit functioned as an effective tool <strong>of</strong> positive<br />
management with the thrust being on preventive vigilance.<br />
This aspect was focused upon by conducting periodic &<br />
surprise inspection <strong>of</strong> files and by issuing effective<br />
guidelines to streamline systems with the aim <strong>of</strong> eliminating<br />
loopholes and ensuring transparency in day to day<br />
operations so as to minimize scope for misuse. Vigilance<br />
Unit undertook the review <strong>of</strong> operational manuals <strong>of</strong> various<br />
activities <strong>of</strong> the Corporation. A number <strong>of</strong> comprehensive<br />
manuals on different areas <strong>of</strong> company’s activities have<br />
already been notified after review and some other manuals<br />
are in the process <strong>of</strong> finalization. Further, during the period,<br />
detailed investigation was carried out in seven cases <strong>of</strong><br />
complaints out <strong>of</strong> which five cases were closed with the<br />
approval <strong>of</strong> competent authority and the balance two are<br />
under investigation. To further reinforce preventive vigilance,<br />
compliance <strong>of</strong> Central Vigilance Commission circular No.<br />
40/11/06 dated 22.11.06 with regard to emphasizing the<br />
need <strong>of</strong> leverage technology as an effective tool in vigilance<br />
administration by uploading information on corporate<br />
websites regarding rules, procedures etc. besides making
