POWERGRID has been the trendsetter in number <strong>of</strong> areas<br />
especially in the field <strong>of</strong> environment protection and towards<br />
its commitment to the development and well being <strong>of</strong> the<br />
community. It has achieved the distinction <strong>of</strong> being the<br />
first <strong>Power</strong> company in World certified with PAS: 99,<br />
2006 based Integrated Management System comprising<br />
<strong>of</strong> ISO: 9001 for Quality Management, ISO: 14001 for<br />
Environment Management and OHSAS 18001 for<br />
Occupational Health & Safety. Apart from this,<br />
POWERGRID has taken many initiatives towards<br />
sustainability, like:<br />
Tremendous reduction in forest involvement in<br />
implementation <strong>of</strong> transmission lines.<br />
Developing compact substations to have barest<br />
minimum land requirement to minimize social impact.<br />
Innovative tower designing have been able to reduce<br />
the adverse ecological impacts especially in<br />
ecologically sensitive regions.<br />
POWERGRID has become the first Company in India<br />
to introduce 400 kV Compact Single Pole type Tower<br />
to tackle Right-<strong>of</strong>-way (ROW) and other environmental<br />
and Social problems. Erection work <strong>of</strong> the first pole <strong>of</strong><br />
this tower commenced at NOIDA in Jan.’07.<br />
POWERGRID believes in total transparency in dealing with<br />
these important issues. It ensures that all stakeholders are<br />
well informed and involved through a positive and open<br />
relationship. It has adopted well defined public consultation<br />
mechanism to inform all stakeholders including the general<br />
public about the project at every stage <strong>of</strong> its implementation.<br />
POWERGRID’s social entitlement framework for its Project<br />
affected Persons is based on progressive trends in Indian<br />
policies and National Policy on Resettlement and<br />
Rehabilitation (R&R), with respect to the inclusion <strong>of</strong> Project<br />
Affected People (PAPs), and the nature and extent <strong>of</strong><br />
compensation and rehabilitation measures.<br />
POWERGRID is <strong>of</strong> firm opinion that to succeed require the<br />
highest standards <strong>of</strong> corporate responsibility not only towards<br />
our employees but to the consumers, societies and world in<br />
which it operates. Therefore, we shoulder community<br />
responsibility as part <strong>of</strong> our social responsibility through<br />
various community development activities in areas around<br />
our establishments as well as promoting socio-economic<br />
development and enriching the quality <strong>of</strong> life <strong>of</strong> the<br />
community. As a socially responsible organization<br />
POWERGRID have taken many initiatives towards<br />
community empowerment by providing basic infrastructure<br />
facilities to affected population. POWERGRID is committed<br />
to carry forward such activities <strong>of</strong> community development<br />
to augment resource base through people’s participation.<br />
Emergency Restoration<br />
POWERGRID, consciously endeavours to discharge its<br />
broader social responsibilities. It has taken many steps<br />
including faster restoration <strong>of</strong> transmission system belonging<br />
to State <strong>Power</strong> Utilities, which are damaged during Natural<br />
calamities like flood, earthquake, cyclones, etc. POWERGRID<br />
demonstrated its competence in restoring power in<br />
emergency through deployment <strong>of</strong> Emergency Restoration<br />
System (ERS) during the Gujarat cyclone in 1998, Orissa<br />
super cyclone in 1999, Gujarat earthquake in 2001, Tsunami<br />
in 2004 and snow avalanche in J & K in 2005. The efforts<br />
were applauded by one and all and the Hon’ble Prime Minister<br />
appreciated the efforts <strong>of</strong> POWERGRID while dedicating the<br />
reconstructed sub-stations to the people <strong>of</strong> Gujarat.<br />
Transparency in operation<br />
In POWERGRID, System & Procedure Manuals have been<br />
developed for most <strong>of</strong> the functional areas like Construction,<br />
O&M, Human Resource, Quality, etc. and well defined<br />
“Works & Procurement Policy and Procedure” (WPP).<br />
POWERGRID is the first utility in Indian power sector to<br />
develop Environmental and Social Policy & Procedures<br />
(ESPP) with public consultation. Committees <strong>of</strong> eminent<br />
independent experts have been constituted to advice<br />
POWERGRID on various strategic issues related to<br />
Environmental and Social Safeguards, financial<br />
management, procurement and project execution.<br />
POWERGRID follows fair, equitable and transparent policies<br />
for all stake holders. Towards maintaining transparency in<br />
the procurement process, the invitations for bids (IFB) are<br />
widely published in National Dailies, Trade Journals and<br />
webcast on websites <strong>of</strong> the company/ MOP/CEA. Copies<br />
<strong>of</strong> the same are sent to all qualified contractors associated<br />
with POWERGRID in the past. In addition, the IFBs related<br />
to ICB are also published in international newspapers along<br />
with copies to Embassies / High commissions.<br />
To continue this process further, committees <strong>of</strong> eminent<br />
experts have been constituted to advise on various issues<br />
related to procurement, project implementation, financial and<br />
environmental & social safeguards aspects etc. The purpose<br />
<strong>of</strong> such committees is to bring more transparency &<br />
efficiency in our decision making process. The committees<br />
would not only provide guidance but critically evaluate<br />
POWERGRID’s working.<br />
22.11 CONVERGENCE WITH TELECOM<br />
The synergic convergence between transmission and<br />
telecom technologies promises unique opportunities as has<br />
already been established worldwide in developed and<br />
developing countries. Opening up <strong>of</strong> the domestic long<br />
distance telecom sector in India <strong>of</strong>fered an opportunity to<br />
POWERGRID in line with worldwide trend to exploit telecom<br />
